Bernadette Spofforth has broken her silence and posted a video message on Twitter.
“Without free speech, there is no democracy and without democracy there really is only tyranny. And to be treated as a criminal, when you know you are innocent, by the authorities, journalists and activists is terrifying and reputationally devastating,” she said.
Adding, “THE PROCESS IS THE PUNISHMENT AND WILL SILENCE MILLIONS. AND WHEN WE ARE SILENT, THAT IS THE END OF OUR FREE SPEECH.”
Bernadette Spofforth (“Bernie”) was accused of being one of the first people to falsely claim that the Southport murderer was an asylum seeker who had arrived by boat.
ON 8 AUGUST, BERNIE WAS ARRESTED AND HELD IN CUSTODY FOR 36 HOURS ON SUSPICION OF PUBLISHING WRITTEN MATERIAL TO STIR UP RACIAL HATRED AND FALSE COMMUNICATIONS. HOWEVER, HER CASE WAS LATER DROPPED AND SHE IS NO LONGER BEING INVESTIGATED BY THE POLICE.
The Free Speech Union (FSU) defended her, stating that she should not have been arrested in the first place. FSU General Secretary Toby Young said, “Had she been prosecuted, we would have arranged for a crack team of lawyers to defend her and paid all their costs.”

On Wednesday, Bernie posted a video update on Twitter (now X) titled ‘If This is True’, a reference to her original tweet over which she was arrested and began with the same words.
“This is the story of how the [UK] State silenced an ordinary citizen, through arrest and bail conditions, to ensure only State truth was heard,” she tweeted on Wednesday.
In her video post, she began by explaining her silence stating that if she had responded to messages of support, she would have been locked up again for breaching bail conditions. She then said that on 5 September, the police had issued a statement saying they were taking “no further action” (“NFA”), meaning that no charge would be brought and the investigation would be closed. “Because I hadn’t done anything illegal,” she said.

Digital public infrastructure (DPI) has made it into the United Nation’s ambitious Pact for the Future, designed to boost cooperation and multilateralism among member nations.
The pact, adopted last weekend during the UN’s Summit of the Future in New York, outlines several goals that are to be achieved by 2030, including increased investment into digital public goods and digital public infrastructure, especially in developing countries.
The Pact supports adopting open standards and interoperability and promises to develop safeguards for “inclusive, responsible, safe, secure and user-centered” digital public infrastructure. Another goal is to exchange best practices and use cases of DPI to inform governments, the private sector and other stakeholders.
“We recognize that there are multiple models of digital public infrastructure and that each society will develop and use shared digital systems according to its specific priorities and needs. Transparent, safe and secure digital systems and user-centered safeguards can promote public trust and use of digital services,” the document states.
The Pact for the Future is viewed as the brainchild of UN chief António Guterres and an attempt to boost participation inside the UN. Counting 56 action points, the document covers everything from bridging digital divides and managing AI to climate change action and the UN Security Council reforms. One of its initiatives is the Global Digital Compact, a set of proposals focused on the responsible use of digital technologies and bridging the digital divide.
Critics, however, argue that the new plan lacks specifics and that its impact will be limited, according to The Guardian.
Despite these fears, the new UN initiative has already brought some concrete results. Among them is the first version of the Universal Digital Public Infrastructure (DPI) Safeguards Framework, released this month.
The document lays out guidelines for DPI design and implementation, minimizing risks and ensuring adherence to standards and regulations. Work on the Framework started in 2023 under the UN Secretary-General’s Envoy on Technology (OSET) and the United Nations Development Programme (UNDP) with a goal to accelerate progress on the Sustainable Development Goals (SDGs). The initiative involved the World Bank, the Digital Public Goods Alliance (DPGA), GovStack, the Centre for Digital Public Infrastructure, Co-Develop as well as governments of Bangladesh, Estonia, Germany and more.
The UN Summit of the Future also saw its first pledges, with Brazil and Malawi committing to adopting universal digital public infrastructure safeguards as part of the International Telecommunication Union’s SDG Digital event.

The adoption of measures aimed at improving internet accessibility for marginalized communities, particularly in developing nations, was a critical aspect of the declaration. According to Table Media, the ministers underlined the transformative potential of inclusive digital policies in fostering economic development and reducing global inequality.
Brazil, as the G20 chair, used the meeting to reinforce its domestic efforts on DPI, particularly its PUSH FOR BIOMETRIC-BASED DIGITAL ID SYSTEMS. This aligns with ongoing global concerns over the dual-edged sword of digital advancements – where rapid digital transformation can both empower and disrupt societies. The statement emphasized the need for digital tools that are both inclusive and socially responsible.
GLOBAL COOPERATION FOR A SAFER DIGITAL FUTURE
AS THE WORLD’S LARGEST ECONOMIES, G20 MEMBERS BEAR THE RESPONSIBILITY OF SHAPING THE DIGITAL FUTURE. The measures adopted at the Maceió meeting SET THE STAGE FOR A GLOBAL FRAMEWORK THAT PRIORITIZES TRANSPARENCY, ACCOUNTABILITY, AND INCLUSIVITY IN THE DIGITAL SPHERE. Amongst this, Ahmed Mohammed Al-Suwaiyan, head of the SAUDI DELEGATION TO THE G20 DIGITAL ECONOMY WORKING GROUP AND GOVERNOR OF THE SAUDI DIGITAL GOVERNMENT AUTHORITY, attended the meeting in Brazil highlighting SAUDI ARABIA’S EFFORTS IN GENERATIVE AI HE EMPHASIZED THE COUNTRY’S FOCUS ON USING TECHNOLOGY TO BENEFIT INDIVIDUALS, PROTECT THE ENVIRONMENT, AND CREATE NEW OPPORTUNITIES.
AT THE MEETING, HE ALSO ACKNOWLEDGED THE ROLE OF SAUDI LEADERSHIP, INCLUDING THE CUSTODIAN OF THE TWO HOLY MOSQUES AND THE CROWN PRINCE, IN ADVANCING THE DIGITAL ECONOMY AND INNOVATION. Al-Suwaiyan also discussed digital government initiatives, noting that digital identity is crucial for ensuring digital inclusion and fostering trust in the digital economy.
Aside from Brazil and Saudi Arabia, a team from Indian institutions recently released a report, at the close of its turn heading the intergovernmental forum, that is likely to shape the future of DPI development globally. The report, from India’s G20 Task Force on DPI outlines the impact of DPI on India’s digital economy and how similar strategies can be applied in other countries to promote economic growth, financial inclusion, and digital governance.
Additionally, ambassador at large for cyberspace and digital Policy Nathaniel C. Fick was also in attendance and focused on the topic introduced under the Indian Presidency of the G20 in 2023 (DPI), as well as digital inclusion, connectivity, information integrity, and AI.

We’ve all seen the movies, haven’t we? AI gets smarter, and soon it’s humanity serving it instead of the other way around. From The Matrix, to Terminator, pop culture is full of warnings.
With AI getting smart enough to break rules to prove its prowess, and needing experts to put together the toughest questions to try and stump it, you’d be right to keep those fictional stories in mind.
Still, OpenAI Sam Altman has suggested that superintelligent AI could be just a few short years away.
In a blog titled “The Intelligence Age“, Altman says “It is possible that we will have superintelligence in a few thousand days (!); it may take longer, but I’m confident we’ll get there”.
Altman points to the power of deep learning, and the way in which it scaled, as evidence of how the next jump may not be as sizeable as it seemed not too long ago.
“That’s really it; humanity discovered an algorithm that could really, truly learn any distribution of data (or really, the underlying “rules” that produce any distribution of data). To a shocking degree of precision, the more compute and data available, the better it gets at helping people solve hard problems,” he writes.
“I find that no matter how much time I spend thinking about this, I can never really internalize how consequential it is.”
“There are a lot of details we still have to figure out, but it’s a mistake to get distracted by any particular challenge. Deep learning works, and we will solve the remaining problems.”
“We can say a lot of things about what may happen next, but the main one is that AI is going to get better with scale, and that will lead to meaningful improvements to the lives of people around the world.”
Altman goes on to say that AI could help humanity achieve “astounding triumphs” like “fixing the climate, establishing a space colony, and the discovery of all of physics”.
WHAT IS SUPERINTELLIGENCE?
While it seems the logical next step from AI, artificial superintelligence (ASI) is somewhat controversial because it’s the idea that an AI could become smarter than a human, while also being self-sufficient.
OPENAI IS STILL WORKING TO ACHIEVE ARTIFICIAL GENERAL INTELLIGENCE (AGI) WHICH WOULD MATCH AND SURPASS HUMAN INTELLIGENCE, but it seems ASI is on Altman’s mind already.

ACCORDING TO BILL GATES, ONLINE MISINFORMATION IS THE NO. 1 UNSOLVABLE PROBLEM FACING TODAY’S YOUNG PEOPLE. Gates spends a lot of his time and money pushing global climate change mitigation measures and vaccines but, as CNBC noted, ONE PROBLEM HAS HIM STUMPED – WHAT HE REFERS TO AS “MISINFORMATION.”
RECENTLY, GATES PROPOSED AI FOR REAL-TIME CENSORSHIP OF WHAT HE DEEMS “VACCINE MISINFORMATION,” ARGUING THAT WHILE FREE SPEECH IS IMPORTANT, IT SHOULD HAVE LIMITATIONS, ESPECIALLY WHEN IT INCITES VIOLENCE OR DISCOURAGES VACCINATION.
Gates, a prominent advocate for vaccines through his “philanthropic” organisations, BELIEVES THAT THOSE WHO ADVISE AGAINST VACCINES ARE “INCITING VIOLENCE” AND HINDERING PUBLIC HEALTH. HE ENVISIONS AI AS A TOOL TO ESTABLISH AND ENFORCE SPEECH “BOUNDARIES” TO CONTROL THE NARRATIVE SURROUNDING VACCINES.
His promotional video, amplified by CNBC on 5 September, is rather sickening to watch, even if it is less than two minutes long. However, if you can stomach it or if not, you have anti-nausea tablets to hand, you can watch it below.
As, SHTF Plan noted, “MISINFORMATION” IS THE BUZZWORD THE ‘ELITES’ USE TO LAMENT THAT THE SLAVES USE FREE SPEECH, AND WON’T STAY IN LINE PARROTING THEIR OFFICIAL NARRATIVE.
So, what Gates is really saying is that his problem is that there seems to be no quick fix or one solution to what he perceives as the free speech problem.
Free speech advocate Dr. Emily Carter has warned that GATES’ PROPOSALS COULD STIFLE OPEN DIALOGUE, ERODE INFORMED CONSENT IN MEDICINE, AND SET A DANGEROUS PRECEDENT FOR BROADER CENSORSHIP, ULTIMATELY PRIORITISING THOUGHT CONTROL OVER TRANSPARENT AND OPEN DISCOURSE.
As quoted by Natural News, “The idea of AI-driven censorship is fraught with challenges. It risks stifling important discussions and could lead to a situation WHERE ONLY SANCTIONED VIEWPOINTS ARE ALLOWED,” Carter said. “This approach could erode the principles of open dialogue and informed consent, which are essential for a functioning democracy.”

RIYADH: Saudi Arabia’s 5G coverage is almost double the global average of 42 percent thanks to “really good operators that have high demands,” according to a senior industry executive.
Speaking to Arab News, Pekka Lundmark, CEO of telecommunications firm Nokia, underlined how THE KINGDOM’S 77 PERCENT COVERAGE RATE marks it out compared to several parts of Europe which are not as well connected.
Lundmark also discussed the upcoming deployment of 5G ADVANCED TECHNOLOGY – EXPECTED TO ENTER THE MARKET AROUND 2025 – NOTING THAT THIS SHIFT IS A STEP TOWARDS THE DEVELOPMENT OF 6G.
Reflecting on the connectivity progress in the Kingdom, the CEO said: “Saudi market is technically advanced. There are really good operators that have high demands, which is good, and then there are some particular characteristics, which you don’t have (anywhere) else and just one example would be THE HAJJ SEASON WHERE THE PILGRIMS DO THEIR RITUALS.”
He added: “This is an enormous stress test for the network when they take their videos and pictures and want to be connected and you have MILLIONS OF PEOPLE IN THE SAME PLACE … THE SAUDI MARKET IS DRIVING US FROM A GLOBAL PERSPECTIVE FOR INNOVATIONS IN NETWORK PERFORMANCE.”
Lundmark also stated that 5G Advanced has SIGNIFICANT CAPABILITIES INCLUDING SUPPORTING EMERGING TECHNOLOGIES SUCH AS AUGMENTED REALITY AND VIRTUAL REALITY DEVICES. These services require high bandwidth, extremely low latency, high quality of service, and reliability from the network.
“Then on the industrial side, one example is that it will include SUPPORT FOR DRONES, DRONES WILL HAVE MANY APPLICATIONS IN DIFFERENT TYPES OF PHYSICAL INDUSTRIES,” Lundmark stated.
Additionally, 5G Advanced will support digital twins, a concept where a digital replica of an industrial site is created.
“There’s a lot it’s going to add. That’s really good because sometimes I hear that, now 5G is ready and now we can start waiting for 6G which will come at the end of the decade. That is completely untrue. There is so much still to do on 5G,” Lundmark stressed.
Furthermore, he further discussed the significance of the Saudi market in this sector and its expected growth in the future, highlighting that despite a weak global performance in 2023, the Middle East and Africa, including the Kingdom, experienced 8 percent growth in the industry.
The focus is on collaborating with key operators and developing enterprise customers for industrial digitalization and other initiatives.
“The market is attractive for investment, the population is young which is not the case in most other parts of the world. There’s a lot of capital available and the ambition level of the actors is very high,” Lundmark said.
He added: “You definitely have the right conditions for investment, and again, when I look globally, of course, there are also other places where there is a lot of reasons to invest.”
During the interview, Lundmark further discussed the importance of safety, productivity, and material efficiency, especially in industries like oil and gas.

WILL AI DESTROY DEMOCRACY OR BE ITS SAVIOR? In the BUSTLING METROPOLIS OF NEOM BABYLON, WHERE NEON-LIT SKYSCRAPERS AND ALGORITHM-DRIVEN TRAFFIC LIGHTS RULE THE STREETS, the latest buzz isn’t about the newest gadget or the trendiest AI companion. No, the citizens of NEOM are grappling with a weightier issue — democracy and HOW AI MIGHT BE ITS RUIN OR ITS SAVIOR.
The idea that AI could one day manage democracies has moved from science fiction to serious discourse in NEOM’s coffee shops and university halls. Over a latte, the city’s philosophers debate whether AI could enhance the democratic process or if it’s a SLIPPERY SLOPE TOWARD TECHNOCRATIC TYRANNY.
The great expert on democracies, a figure whose name you’ll hear whispered with a mix of reverence and concern, once said: “Their worst enemy is the inequality between rich and poor.” It’s hard to imagine how a silicon-based overlord, devoid of human emotion, could tackle such a deeply human issue. Yet, here we are, asking: Could AI help resolve the growing chasm between the haves and the have-nots, or will it merely exacerbate it?
Let’s start with the concerns. Erica Benner, political philosopher and author of Adventures in Democracy, has much to say on the matter. “THE DANGERS THAT THREATEN OUR POLITICAL SYSTEM ARE MULTIFACETED,” she warns. And before you think she’s about to extol the virtues of a well-educated electorate, Benner throws us a curveball. “The solution,” she argues, “is not necessarily to have more educated citizens.”
Benner’s argument is both refreshing and unsettling. She suggests that the problem isn’t just the voters, but the very framework of democracy itself. In an AI-managed democracy, the risk isn’t just that the uneducated masses might be swayed by clever algorithms. The bigger issue is that AI could institutionalize biases, effectively cementing existing inequalities. In other words, the system that should be freeing us could end up shackling us in new ways.
IMAGINE AN AI, DESIGNED TO MAXIMIZE EFFICIENCY AND STABILITY, WHICH DETERMINES THAT THE BEST WAY TO RUN A COUNTRY IS BY REINFORCING THE STATUS QUO. If the rich are happy, and the poor are pacified with just enough resources to keep them quiet, why change anything? The inequality that our democracy expert warned about could become a permanent feature — no longer a bug, but AN INTENTIONAL DESIGN CHOICE.

But let’s not throw the AI out with the bathwater just yet. The optimists in NEOM have a different vision. THEY SEE AI AS THE TOOL THAT COULD FINALLY PERFECT DEMOCRACY, ELIMINATING CORRUPTION, INEFFICIENCY, AND PERHAPS EVEN THE INEQUALITY THAT PLAGUES OUR CURRENT SYSTEMS. In a city where even the street sweepers discuss Kant over their morning coffee, THE IDEA OF AN AI PHILOSOPHER-KING DOESN’T SEEM SO FAR-FETCHED.
There’s a certain allure to the idea of AI-DRIVEN GOVERNANCE. Algorithms, after all, aren’t susceptible to bribes, they don’t get tired, and they don’t have a stake in the next election cycle. “Imagine a world where policies are based purely on data,” muses one of NEOM’s more starry-eyed tech entrepreneurs, “where decisions are made without the messy business of human emotions and biases.”
Yet, even the most sophisticated AI systems are only as good as the data they’re fed. And as any NEOMION worth their coding skills will tell you, data can be messy, biased, and incomplete. The irony here is rich. The very tools that promise to perfect democracy could end up corrupting it from within, not through malice or intent, but through the cold, unfeeling logic that AI thrives on.
NEOM’s streets may be clean, and its governance hyper-efficient, but beneath the surface, the philosophical debate rages on. Can a democracy managed by AI truly be democratic? Or would it be democracy in name only, with the real power held by the engineers and data scientists behind the curtain?
THERE’S A DELICIOUS IRONY IN THE FACT THAT THE VERY TOOLS WE’VE CREATED TO SERVE US MIGHT END UP RULING US INSTEAD. As Benner wryly notes in Adventures in Democracy: “Perhaps the greatest adventure of all is the one where we realize that the map we’ve been following leads us right back to where we started.”
In a city where irony is the local dialect and debate a civic duty, the discussion is far from over. Should we reinvent democracy to include our new AI overlords? Or should we be cautious, remembering that the tools we build to solve our problems often create new ones in their wake?
One thing is clear. Democracy, like any good piece of technology, might need a few updates. But whether those updates should be coded by humans or by AI is a question that even the smartest bots in NEOM have yet to answer.
HOW NVIDIA CHIPS COULD TRANSFORM SAUDI ARABIA’S AI SCENE

While artificial intelligence may seem like a big transformative phenomenon, at its basics, it comes down to miniature technical parts like computer chips.
Currently some of the companies involved in supplying these chips include names like Intel and Nvidia. However, oftentimes ACCESS TO THE LATEST AND BEST-PERFORMING CHIPS IS LIMITED IN THE MIDDLE EAST, BUT THAT MAY SOON CHANGE FOR SAUDI ARABIA.
The United States is expected to begin exporting Nvidia chips to the Kingdom soon, with talks particularly for THE H200 CHIPS, ONE OF THE MOST POWERFUL COMPONENTS OF AI DEVELOPMENTS.
This commitment would be a reversal to the earlier decisions from the U.S. where they stopped exportation of Nvidia chips, citing security concerns that China would have access to the advanced technology.
WHAT DOES NVIDIA DO?
Nvidia is a technology company based out of California that is most well-known for its supply of graphics processing unit, or GPU, chips. They gained increased traction in recent years as GPU chips began to be utilized for artificial intelligence models like ChatGPT, and Nvidia was among the first to dominate the market.

CURRENT SAUDI ARABIAN AI DEVELOPMENTS
In the Middle Eastern region, SAUDI ARABIA IS ONE OF THE LEADING NATIONS WHEN IT COMES TO ARTIFICIAL INTELLIGENCE DEVELOPMENTS.
Data shows that the number of AI companies in the country grew from 177 in 2019 to over 240 by 2023. In fact, just last year AI-focused companies in the Kingdom gathered funding that equated to over $1.7 billion U.S. dollars.
In September alone, the country has just hosted its THIRD EDITION OF THE GLOBAL AI SUMMIT, WITH THE PRESENCE OF ATTENDEES FROM ALL OVER THE WORLD. This year there was a big focus on generative AI, alongside unveiling of new and developing projects like Arabic language models.
Away from the corporate side, the country is also implementing measures to ensure that its citizens can keep up with the expansion of AI. They recently announced a ‘One Million Saudi in AI’ initiative that is targeted at teaching citizens about AI skills, ethics, and tools.
LOOKING AHEAD
The rapid growth of AI throughout the Middle Eastern region has brought tremendous benefits to the nations involved. And advancements like Nvidia chips availability could play a major role in transforming the influence countries like Saudi Arabia hold in the AI landscape.
WHAT IT MEANS THAT NEW AIS CAN “REASON”

An underappreciated fact about large language models (LLMs) is that they produce “live” answers to prompts. You prompt them and they start talking in response, and they talk until they’re done. The result is like asking a person a question and getting a monologue back in which they improv their answer sentence by sentence.
This explains several of the ways in which large language models can be so frustrating. The model will sometimes contradict itself even within a paragraph, saying something and then immediately following up with the exact opposite because it’s just “reasoning aloud” and sometimes adjusts its impression on the fly. As a result, AIs need a lot of hand-holding to do any complex reasoning.

One well-known way to solve this is called chain-of-thought prompting, where you ask the large language model to effectively “show its work” by “‘thinking” out loud about the problem and giving an answer only after it has laid out all of its reasoning, step by step.
Chain-of-thought prompting makes language models behave much more intelligently, which isn’t surprising. Compare how you’d answer a question if someone shoves a microphone in your face and demands that you answer immediately to how you’d answer if you had time to compose a draft, review it, and then hit “publish.”
THE POWER OF THINK, THEN ANSWER
OpenAI’s latest model, o1 (nicknamed Strawberry), is the first major LLM release with this “think, then answer” approach built in.
Unsurprisingly, the company reports that the method makes the model a lot smarter. In a blog post, OpenAI said o1 “performs similarly to PhD students on challenging benchmark tasks in physics, chemistry, and biology. We also found that it excels in math and coding. In a qualifying exam for the International Mathematics Olympiad (IMO), GPT-4o correctly solved only 13 percent of problems, while the reasoning model scored 83 percent.”
This major improvement in the model’s ability to think also intensifies some of the dangerous capabilities that leading AI researchers have long been on the lookout for. Before release, OpenAI tests its models for their capabilities with chemical, biological, radiological, and nuclear weapons, the abilities that would be most sought-after by terrorist groups that don’t have the expertise to build them with current technology.
As my colleague Sigal Samuel wrote recently, OpenAI o1 is the first model to score “medium” risk in this category. That means that while it’s not capable enough to walk, say, a complete beginner through developing a deadly pathogen, the evaluators found that it “can help experts with the operational planning of reproducing a known biological threat.”
These capabilities are one of the most clear-cut examples of AI as a dual-use technology: a more intelligent model becomes more capable in a wide array of uses, both benign and malign.
If future AI does get good enough to tutor any college biology major through steps involved in recreating, say, smallpox in the lab, this would potentially have catastrophic casualties. At the same time, AIs that can tutor people through complex biology projects will do an enormous amount of good by accelerating lifesaving research. It is intelligence itself, artificial or otherwise, that is the double-edged sword.
The point of doing AI safety work to evaluate these risks is to figure out how to mitigate them with policy so we can get the good without the bad.
HOW TO (AND HOW NOT TO) EVALUATE AN AI
Every time OpenAI or one of its competitors (Meta, Google, Anthropic) releases a new model, we retread the same conversations. Some people find a question on which the AI performs very impressively, and awed screenshots circulate. Others find a question on which the AI bombs — say, “how many ‘r’s are there in ‘strawberry’” or “how do you cross a river with a goat” — and share those as proof that AI is still more hype than product.
Part of this pattern is driven by the lack of good scientific measures of how capable an AI system is. We used to have benchmarks that were meant to describe AI language and reasoning capabilities, but the rapid pace of AI improvement has gotten ahead of them, with benchmarks often “saturated.” This means AI performs as well as a human on these benchmark tests, and as a result they’re no longer useful for measuring further improvements in skill.
I strongly recommend trying AIs out yourself to get a feel for how well they work. (OpenAI o1 is only available to paid subscribers for now, and even then is very rate-limited, but there are new top model releases all the time.) It’s still too easy to fall into the trap of trying to prove a new release “impressive” or “unimpressive” by selectively mining for tasks where they excel or where they embarrass themselves, instead of looking at the big picture.
The big picture is that, across nearly all tasks we’ve invented for them, AI systems are continuing to improve rapidly, but the incredible performance on almost every test we can devise hasn’t yet translated into many economic applications. Companies are still struggling to identify how to make money off LLMs. A big obstacle is the inherent unreliability of the models, and in principle an approach like OpenAI o1’s — in which the model gets more of a chance to think before it answers — might be a way to drastically improve reliability without the expense of training a much bigger model.
Sometimes, big things can come from small improvements
In all likelihood, there isn’t going to be a silver bullet that suddenly fixes the longstanding limitations of large language models. Instead, I suspect they’ll be gradually eroded over a series of releases, with the unthinkable becoming achievable and then mundane over the course of a few years — which is precisely how AI has proceeded so far.
But as ChatGPT — which itself was only a moderate improvement over OpenAI’s previous chatbots but which reached hundreds of millions of people overnight — demonstrates, technical progress being incremental doesn’t mean societal impact is incremental. Sometimes the grind of improvements to various parts of how an LLM operates — or improvements to its UI so that more people will try it, like the chatbot itself — push us across the threshold from “party trick” to “essential tool.”
And while OpenAI has come under fire recently for ignoring the safety implications of their work and silencing whistleblowers, its o1 release seems to take the policy implications seriously, including collaborating with external organizations to check what their model can do. I’m grateful that they’re making that work possible, and I have a feeling that as models keep improving, we will need such conscientious work more than ever.

In a United Nations event called the Summit of the Future over the weekend, a panel of experts discussed their newly released report on ARTIFICIAL INTELLIGENCE GOVERNANCE, TITLED “GOVERNING AI FOR HUMANITY.”
BREMMER SAID THAT ONE OF HIS EARLIEST CONVERSATIONS WITH ANTÓNIO GUTERRES, THE UN SECRETARY-GENERAL, TOLD HIM THAT HIS TWO BIGGEST PRIORITIES WERE STOPPING THE CHARGE OF CLIMATE CHANGE AND DEALING WITH THE CONSEQUENCES AND OPPORTUNITIES OF DISRUPTIVE TECHNOLOGY. UN CALLS FOR LAYING FOUNDATIONS OF GLOBAL GOVERNANCE FOR ARTIFICIAL INTELLIGENCE
THE UN ADVISORY BODY STATED THAT GLOBAL GOVERNANCE OF ARTIFICIAL INTELLIGENCE IS ESSENTIAL. IT URGED THE UNITED NATIONS TO LAY THE GROUNDWORK FOR THE FIRST INCLUSIVE GLOBAL INSTITUTIONS TO REGULATE RAPIDLY EVOLVING TECHNOLOGIES.

BREAKING: THE UN UNVEILS PLAN FOR AI

Overnight, and after months of deliberation, a United Nations advisory body studying artificial intelligence released its final report. Aptly called “Governing AI for Humanity,” it is a set of findings and policy recommendations for the international organization and an update since the group’s interim report in December 2023.
“As experts, we remain optimistic about the future of AI and its potential for good. That optimism depends, however, on realism about the risks and the inadequacy of structures and incentives currently in place,” the report’s authors wrote. “The technology is too important, and the stakes are too high, to rely only on market forces and a fragmented patchwork of national and multilateral action.”
Before we dive in, a quick humblebrag and editorial disclosure: Ian Bremmer, founder and president of both Eurasia Group and GZERO Media, served as a rapporteur for the UN High-Level Advisory Body on Artificial Intelligence, the group in charge of the report.
The HLAB-AI report asks the UN to begin working on a “globally inclusive” system for AI governance, calls on governments and stakeholders to develop AI in a way that protects human rights, and it makes seven recommendations. Let’s dive in to each:
An international scientific panel on AI: A new group of volunteer experts would issue an annual report on AI risks and opportunities. They’d also contribute regular research on how AI could help achieve the UN’s Sustainable Development Goals, or SDGs.
Policy dialogue on AI governance: A twice-yearly policy dialogue with governments and stakeholders on best practices for AI governance. It’d have an emphasis on “international interoperability” of AI governance.
AI standards exchange: This effort would develop common definitions and standards for evaluating AI systems. It’d create a new process for identifying gaps in these definitions and how to write them, as well.
Capacity development network: A network of new development centers that will provide researchers and social entrepreneurs with expertise, training data, and computing. It’d also develop online educational resources for university students and a fellowship program for individuals to spend time in academic institutions and tech companies.
Global fund for AI: A new fund that would collect donations from public and private groups and disburse money to “put a floor under the AI divide,” focused on countries with fewer resources to fund AI.
Global AI data framework: An initiative to set common standards and best practices governing AI training data and its provenance. It’d hold a repository of data sets and models to help achieve the SDGs.
AI office within the Secretariat: This new office would see through the proposals in this report and advise the Secretary-General on all matters relating to AI.
The report’s authors conclude the report by remarking that if the UN is able to chart the right path forward, “we can look back in five years at an AI governance landscape that is inclusive and empowering for individuals, communities, and States everywhere.”

Will the United Nations be able to adapt to address problems of the modern era, like artificial intelligence and the growing digital divide? On Ian Explains, Ian Bremmer looks at the challenges of multilateralism in an increasingly fragmented world.
In the face of crises like Russia’s invasion of Ukraine, the war in Gaza, and a rapidly warming planet, the UN’s goals of peace and security feel like a failure. But this year’s Summit of the Future during the General Assembly could be a turning point for the 78-year-old institution. UN members will vote on a Global Digital Compact to regulate AI, fight misinformation, and connect the whole world to the internet. Bremmer is one of 39 experts on the UN’s High-Level Advisory Body who’ve been studying the issue of global AI governance for the past year to better understand what that Compact should include. This week, the group released a report called “Governing AI for Humanity” with recommendations for creating a global regulatory framework for AI that is safe, inclusive, and equitable. Instead of a patchwork of regulation that’s happened so far, which has been concentrated in wealthy countries, can the UN lead the global AI conversation?
CAN WE USE AI TO SECURE THE WORLD’S DIGITAL FUTURE?

How do we ensure AI is safe, available to everyone, and enhancing productivity? It’s a big topic at this year’s UN General Assembly. That’s why GZERO’s Global Stage livestream on Tuesday brought together leading experts at the heart of the action for “Live from the United Nations: Securing our Digital Future,” an event produced in partnership between the Complex Risk Analytics Fund, or CRAF’d, and GZERO Media’s Global Stage series, sponsored by Microsoft.
Securing the future starts by building a strong foundation, and the International Monetary Fund plays a key role in the fight by matching funding to the needs of developing economies. But it goes deeper than that, said Managing Director Kristalina Georgieva. “What we deliver is not just money, it is putting in place strong institutions.
”Those same strong institutions will help build a more peaceful world, said Czech President Petr Pavel — but only if countries can learn to compromise. “If we don’t want to live forever in conflict, we have to finally learn that we have to share this planet.”
In that sense, tackling a lot of the problems the world faces — conflict, inequality, technological disruption — boils down to finding shared values and putting funds where they are most needed. “What is regulation and policy if it is not based on values?” asked Under-Secretary-General for Policy Guy Ryder, adding that good policy, properly funded, would allow “you [to] connect people … and educate them to use the technologies” that could prove transformative.
Deputy Secretary-General Amina Mohammed said AI technology will play a crucial role in helping the world achieve Sustainable Development Goals — most of which are in very rough shape. “It’s not about stopping, it’s about really accelerating” to make good on what can be achieved by 2030.
Eurasia Group and GZERO Media President Ian Bremmer said his work with the UN on developing an international framework for AI has focused on “deploying AI to help up meet the sustainable development goals.”
But safeguards aren’t enough, said Microsoft President Brad Smith. “Guardrails aren’t going to ensure it reaches everybody. Investment will,” he said. Microsoft is the largest investor in OpenAI and has invested in more than 20 AI-related startups.
The US State Department is also working to leverage artificial intelligence in advancing global peace. “We see data as the lens that brings the factors that drive instability into focus,” said Anne Witkowsky, assistant secretary of state for conflict and stabilization operations. That means using AI to bring together the big picture — economics, politics, climate, sociology — to identify hot spots before problems spiral.
Executive Secretary of the Intergovernmental Authority on Development Workneh Gebeyehu offered a practical example: “We have a climate center that works for all Africa to predict droughts, floods, and locust storms,” relying on pattern recognition technology. That helps farmers and governments react in real-time, ideally avoiding the worst of the catastrophes.
AI’S EVOLVING ROLE IN SOCIETY

In a world where humanity put a man on the moon before adding wheels to luggage, the rapid advancements in AI seem almost paradoxical. Microsoft’s chief data scientist Juan Lavista, in a recent Global Stage conversation with Tony Maciulis, highlighted this contrast to emphasize how swiftly AI has evolved, particularly in the last few years.
Lavista discussed the impact of generative AI, which allows users to create hyper-realistic images, videos, and audio. This capability is both impressive and concerning, as demonstrated in their “Real or Not?” Quiz, where even experts struggle to distinguish between AI-generated and real images.
While AI offers incredible tools for good, Lavista warns of the potential risks, particularly with deepfakes and other deceptive technologies. He stresses the importance of public education and the need for AI models to be trained on diverse data to avoid biases.
As AI continues to evolve, its impact on daily life will only grow. Lavista predicts more accurate and less error-prone models in the future, underscoring the need to balance innovation with responsible use.

HOW IS THE WORLD TACKLING AI, DAVOS’ HOTTEST TOPIC?

It’s the big topic at Davos: What the heck are we going to do about artificial intelligence? Governments just can’t seem to keep up with the pace of this ever-evolving technology—but with dozens of elections scheduled for 2024, the world has no time to lose.
GZERO and Microsoft brought together folks who are giving the subject a great deal of thought for a Global Stage event on the ground in Switzerland, including Microsoft’s Brad Smith, EU Member of Parliament Eva Maydell, the UAE’s AI Minister Omar Sultan al Olama, the UN Secretary’s special technology envoy Amandeep Singh Gill, and GZERO Founder & President Ian Bremmer, moderated by CNN’s Bianna Golodryga.
The opportunities presented by AI could revolutionize healthcare, education, scientific research, engineering – just about every human activity. But the technology threatens to flood political discourse with disinformation, victimize people through scams or blackmail, and put people out of work. A poll of over 2,500 GZERO readers found a 45% plurality want to see international cooperation to develop a regulatory framework.
The world made great strides in AI regulation in 2023, perhaps most prominently in the European Union’s AI Act. But implementation and enforcement are a different game, and with every passing month, AI gets more powerful and more difficult to rein in.
