The nonbinding resolution put forward by the Palestinian Authority was based on the advisory opinion of the INTERNATIONAL COURT OF JUSTICE (ICJ) back in July,
which said Israel’s presence in the occupied territories was unlawful and must end.
ONE HUNDRED AND TWENTY-FOUR COUNTRIES VOTED IN FAVOUR OF THE RESOLUTION AT UN HEADQUARTERS IN NEW YORK CITY, while 14 countries voted against it, including Israel and the United States.
The 43 countries that abstained include US allies Australia, Canada, Germany, and Ukraine.
Their ambassadors said that while THEY SUPPORT A TWO-STATE SOLUTION, they cannot vote in favour of a resolution that does not spell out Israel’s right to defend itself.
Canada’s ambassador to the UN Bob Rae said the resolution lacks a condemnation of terrorism and suggests that only one side, Israel, is responsible for the unlawful acts in the occupied territories.
Neither the ICJ ruling nor the resolution passed on Wednesday is legally binding but it still holds weight.
“It’s an important precedent because one of the main problems with Palestinian issues for the last 75 years is that nobody was putting actual deadlines,” former advisor to Palestinian leadership Nizar Farzakh told Middle East Eye.
“In international politics, it becomes a talking point that countries like South Africa or the global south, in general, can use, because it’s basically the UN General Assembly– the mood of the international community,” he added.
Momentum
While the state of Palestine is not a full voting member of the UN, it has an upgraded observer status as of last May, AND AMBASSADOR RIYAD MANSOUR TOOK HIS OFFICIAL SEAT IN THE GENERAL ASSEMBLY FOR THE FIRST TIME LAST WEEK.
Momentum in favour of Palestine’s full membership at the UN picked up steam AFTER THE 7 OCTOBER HAMAS-LED ATTACKS ON SOUTHERN ISRAEL, and Israel’s subsequent war on Gaza that has killed more than 41,200 Palestinians across the Gaza Strip in over 11 months of intense bombardment, including an estimated 16,700 children, according to Palestinian health officials.
Israel’s ambassador to the UN, Danny Danon, blasted the result of the vote in a post on X.
“This is a shameful decision that backs the Palestinian Authority’s diplomatic terrorism,” he wrote.
“Instead of marking the anniversary of the October 7 massacre by condemning Hamas and calling for the release of all 101 of the remaining hostages, the General Assembly continues to dance to the music of the Palestinian Authority, which backs the Hamas murderers.”
Richard Gowan, UN director at the International Crisis Group, says the resolution being presented now is a way of elevating the issue right before the high-level meetings at the UN next week, when heads of state will arrive to deliver their annual speeches.
“I think THE TIMING OF THE PALESTINIAN RESOLUTION WAS VERY DELIBERATE. What we’ve seen in recent months is that although everyone remains very concerned about Gaza, the Palestinian question has been gradually slipping down the political agenda at the UN,” Gowan told MEE.
“I think leaders coming to New York are going to have to decide not only whether or not to call for a ceasefire in Gaza – which I think almost everyone will – but whether they are actually going to speak up and ENDORSE WHAT THE GENERAL ASSEMBLY AND THE ICJ HAVE SAID.”
THE RESOLUTION PUT FORWARD BY PALESTINE CALLS FOR ISRAELI SETTLERS TO BE REMOVED FROM THE AREAS OCCUPIED BY ISRAEL IN 1967; DIVESTMENT FROM ISRAELI ENTITIES PROFITING FROM THAT LAND; AND COMPENSATION FOR PALESTINIANS WHO HAVE BEEN LIVING UNDER ISRAELI MILITARY OCCUPATION.
The text also demands that UN member states should not “recognize any changes in the physical character or demographic composition, institutional structure or status of the territory occupied by Israel on 5 June 1967, including East Jerusalem, except as agreed by the parties through negotiations.”
THAT REFERENCE IS TO THE “TWO-STATE SOLUTION” MODEL, WHICH SINCE 1993 HAS BEEN THE ONLY ACCEPTED PLAN IN THE INTERNATIONAL COMMUNITY FOR THE CREATION OF A PALESTINIAN STATE ALONGSIDE ISRAEL.
As Israel has erected a seemingly endless stream of Israeli settlements dotting the West Bank over the last three decades – effectively ending the physical viability of two states – the popularity of a “one-state solution” for both Israelis and Palestinians has grown exponentially among younger proponents of the Palestinian liberation movement.
That notion, however, has no broad political support.
‘New colonialist language’
Ahead of the UN vote, US ambassador to the UN Linda Thomas-Greenfield said THE US CANNOT SUPPORT A RESOLUTION THAT DOES NOT SPELL OUT ISRAEL’S RIGHT TO DEFEND ITSELF.
It is worth noting that Article 51 of the UN Charter already gives all member states the right to defend themselves.
But because Gaza and the West Bank are militarily occupied by Israel, this can become a “complex legal argument”, Gowan told MEE.
“The argument is that, because Israel is the occupying power in the Palestinian territories, defending itself in the Palestinian territories doesn’t count as self-defence,” he added, noting that this has long been interpreted differently by different parties.
In her comments, Thomas-Greenfield suggested to reporters that Palestinians may be working against their own interests.
“In our view, the resolution does not bring about tangible benefits across the board for the Palestinian people,” she said. “I think it could complicate the situation on the ground.”
Farzakh, who is also a lecturer at George Washington University in Washington, DC, called the comments “a new colonialist language”.
“That narrative… is to absolve Israel – and behind them the US – from any responsibility, and put all the blame on the victims,” he told MEE.
“Part of why I’m optimistic is that this ruse is no longer working anymore. The fact that the General Assembly decided to go ahead [with the vote] without the Security Council is a precedent that shows that

NITED NATIONS (AP) — The U.N. General Assembly is considering a Palestinian resolution Tuesday demanding that Israel end its “unlawful presence” in Gaza and the occupied West Bank within a year and calling for sanctions and an arms embargo against the country.
It will be put to a vote in the 193-member assembly Wednesday as Israel’s war against Hamas in Gaza approaches its first anniversary and as violence in the West Bank reaches new highs. The war was triggered by Hamas attacks in southern Israel on Oct. 7.
Israel’s ambassador to the U.N., Danny Danon, urged member nations to reject the measure, describing it as “an attempt to destroy Israel through diplomatic terrorism” and that “ignores the truth, twists the facts and replaces reality with fiction.”
“Instead of a resolution condemning the rape and massacre committed by Hamas on Oct. 7, we gather here to watch the Palestinians’ U.N. circus — a circus where evil is righteous, war is peace, murder is justified and terror is applauded,” he told the assembly. “This resolution doesn’t move the region forward, it drags the region backward, delaying the hope for PEACE AND ADVANCEMENT.”
The resolution, if adopted by the General Assembly, would not be legally binding but the extent of its support would reflect world opinion. There are no vetoes in the assembly, unlike in the 15-member Security Council.
It follows a ruling by the top United Nations court in July that said Israel’s presence in the Palestinian territories is unlawful and must end.
UN GENERAL ASSEMBLY WIDELY SUPPORTS A PALESTINIAN RESOLUTION DEMANDING ISRAEL END ITS OCCUPATION (THE ASSOCIATED PRESS)
In the sweeping condemnation of Israel’s rule over the lands it captured during the 1967 war, the International Court of Justice SAID ISRAEL HAD NO RIGHT TO SOVEREIGNTY OVER THE TERRITORIES AND WAS VIOLATING INTERNATIONAL LAWS AGAINST ACQUIRING THE LANDS BY FORCE.
Riyad Mansour, the Palestinian U.N. ambassador, opened the General Assembly meeting by saying Palestinians face an “existential threat.” He claimed Israel has held them “in shackles” and that IT’S BEYOND TIME ISRAEL’S OCCUPATION ENDS AND PALESTINIANS RETURN TO THEIR ANCESTRAL LANDS “in dignity, IN PEACE AND SECURITY.”
“Those who think the Palestinian people will accept a life of servitude, a life of apartheid, are the ones who are not being realistic,” he said. “Those who claim that peace is possible in our region without a just resolution for the question of Palestine are the ones who are not being realistic.”
The resolution demands Israel withdraw its forces, immediately halt all new settlement building and evacuate all settlers from the Palestinian territories.
THE MEASURE ALSO CALLS FOR ISRAEL TO PAY REPARATIONS TO PALESTINIANS FOR THE DAMAGE CAUSED BY ITS OCCUPATION. It urges countries to take steps to prevent trade or investments that maintain Israel’s presence and implement sanctions, “including about settler violence.”
U.S. Ambassador to the U.N. Linda Thomas Greenfield told reporters that the resolution has “a significant number of flaws,” saying it goes beyond the ICJ ruling and doesn’t recognize both that “Hamas is a terrorist organization” in control of Gaza and that Israel has a right to defend itself.
“In our view, the resolution does not bring about tangible benefits across the board for the Palestinian people,” she said. “I think it could complicate the situation on the ground, complicate what we’re trying to do to end the conflict, and I think it impedes reinvigorating steps toward a two-state solution.”
Mansour told reporters this week that OVER 60 COUNTRIES HAVE ASKED TO SPEAK AHEAD OF WEDNESDAY’S VOTE.
He said an initial Palestinian draft demanded Israel end its occupation within six months but that it was revised in response to concerns of some countries to INCREASE THE TIME FRAME TO SEVEN YEARS.
He said the focus of the resolution is putting into place the International Court of Justice’s ruling, which is also not legally binding.
“The idea is, you want to use the pressure of the international community in the GA, and the pressure of the historic ruling by the ICJ to force Israel to change its behavior in the direction of accepting to withdraw from the occupied territory,” Mansour said.
Most likely, he said, Israel won’t pay attention to the resolution and the Palestinians will then submit another one.

“THE KINGDOM WILL NOT STOP ITS TIRELESS WORK TOWARDS THE ESTABLISHMENT OF AN INDEPENDENT PALESTINIAN STATE WITH EAST JERUSALEM AS ITS CAPITAL, and we affirm that the Kingdom will not establish diplomatic relations with Israel without that,” the CROWN PRINCE, KNOWN AS MBS, said.

The Saudi leader made the remarks at an annual speech to the advisory Shura Council, which he gave on behalf of King Salman.

UN GENERAL ASSEMBLY PASSES RESOLUTION CALLING FOR JERUSALEM OLD CITY TO BE JEW-FREE

Jerusalem’s Old City, in addition to Judea and Samaria, must be Judenrein within a year, according to a Palestinian-drafted resolution, which the U.N. General Assembly passed on Wednesday.
The resolution, which passed by a 124-14 margin with 43 abstentions, is meant to give force to a July advisory opinion by the International Court of Justice, which declared Israeli presence to be illegal in any area over the 1949 armistice line.
More than 40 countries sponsored the resolution, which was the first that Palestinians filed after being granted unprecedented privileges, for a non-U.N. member, earlier this year.
The resolution calls on the Israel Defense Forces to withdraw completely from Judea and Samaria, eastern Jerusalem and the Gaza Strip within 12 months, WHICH MEANS EVACUATING ALL JEWISH COMMUNITIES BEYOND THE ARMISTICE LINE, INCLUDING JERUSALEM’S OLD CITY.
It also bans arms sales to the IDF of any equipment that would be expected reasonably to be used in the territory over the 1949 lines and calls for a boycott of all products produced by Jews in those areas.
The resolution text lacks any mention of Israeli security concerns, historic ties to the lands or Hamas’s terror attacks in Israel on Oct. 7.
The vote came after a day of debate on Tuesday.
Argentina, Czechia, Fiji, Hungary, Malawi, Micronesia, Nauru, Palau, Papua New Guinea, Paraguay, Tonga, Tuvalu and the United States joined Israel in opposing the resolution.
Notably, Germany, the United Kingdom, Canada, Italy, Ukraine and Australia were among those who abstained.
General Assembly resolutions have no legal force, but the resolution’s passage on Wednesday is expected to be used in INTERNATIONAL COURTS AND OTHER FORA TO SEEK ADDITIONAL ACTION AGAINST THE JEWISH STATE.
It is widely expected that the Palestinians will request that the U.N. Security Council take up the issue. Security Council resolutions are binding, but the United States would be expected to thwart such an effort, including with its veto power.
‘Further fuel on worldwide antisemitism’
Danny Danon, Israel’s ambassador to the United Nations, called it “a shameful decision that backs the Palestinian Authority’s diplomatic terrorism.”
He added that the General Assembly “continues to dance to the music of the Palestinian Authority, which backs the Hamas murderers.”
Before the vote, U.N. SECRETARY-GENERAL ANTÓNIO GUTERRES TOLD REPORTERS HE WOULD BACK THE IMPLEMENTATION OF THE RESOLUTION SHOULD IT PASS.
MBS MAKES ‘PACT’ WITH THE UNITED NATIONS:
Seth Riklin and Daniel Mariaschin, president and CEO, respectively, of B’nai B’rith International, said the international nonprofit is “appalled” by the “atrocious” resolution.
“B’nai B’rith International strongly condemns the U.N. General Assembly’s passage of the first resolution officially sponsored by Palestinians days after they became the first non-member state group further upgraded to many member state privileges at the U.N. General Assembly, despite the world body’s own rules and practices,” they said.

The United Nations General Assembly (UNGA) overwhelmingly voted to adopt a nonbinding Palestinian resolution, calling on Israel to “end without delay unlawful presence in the occupied Palestinian territory” within a year or face consequences, including embargoes.
The resolution CALLS ON ISRAEL TO WITHDRAW FROM ALL TERRITORIES SEIZED AFTER THE 1967 SIX-DAY WAR, INCLUDING EAST JERUSALEM. Israel has consistently maintained that holding these territories is necessary for its DEFENSE AND SECURITY.
UNGA’s resolution also called on member states to refrain from selling military equipment or weapons to Israel that could be used in Palestinian territories and called for a boycott of goods produced in Israeli settlements in Judea and Samaria.
The resolution, the first proposed by the Palestinian delegation since being granted diplomatic privileges in May, was APPROVED WITH 124 NATIONS VOTING IN FAVOR, 14 against and 43 abstentions.
The 14 UN member states who voted against the UNGA motion are Argentina, the Czech Republic, Fiji, Hungary, Israel, Malawi, Micronesia, Nauru, Palau, Papua New Guinea, Paraguay, Tonga, Tuvalu, and the United States.
The 43 countries that abstained from the vote included nations that have recently moved toward withholding arms sales to Israel, including Australia, Canada, Germany and the United Kingdom.
Following the vote, Oren Marmorstein, the spokesman for the Israeli Ministry of Foreign Affairs, posted a message to 𝕏 calling it “a distorted decision that is disconnected from reality, encourages terrorism and harms the chances for peace.”
The political theater called the General Assembly today adopted a distorted decision that is disconnected from reality, encourages terrorism and harms the chances for peace. This is what being disconnected looks like; this is what cynical international politics looks like. The decision of the General Assembly tells a one-sided, fictional story, in which countless murderous terrorist attacks on the citizens of the State of Israel do not take place; in which Israeli children, women and men were not victims of the horrific atrocities committed by the Hamas terrorist organization during the October 7 massacre; in which Israel is not being attacked on a daily basis from seven different fronts – including Gaza and Judea and Samaria – by terrorist organizations led by Iran; and where the State of Israel and the Jewish people have no historical rights in the Land of Israel.
The General Assembly’s decision ignores reality, Israel’s security needs and terrorism against its citizens. The General Assembly decision bolsters and strengthens the Hamas terrorist organization and the Iranian terrorist state that stands behind it. The resolution sends a message that terrorism pays off and yields international resolutions. The decision only encourages Hamas’ rejectionism with regards to the deal for the release of the hostages and a ceasefire and further distances the possibility of reaching such a deal. The General Assembly decision also undermines the foundation of any attempt to promote a peaceful solution to the conflict. The decision is contrary to the basic principle that underlies all the peace agreements and understandings reached so far between Israel and its neighbors, according to which the resolution of the conflict is possible only through direct negotiations between the parties.
Therefore, everyone who is interested in peace should oppose the decision passed today. THE PALESTINIAN AUTHORITY THAT INITIATED THE DECISION IS NOT INTERESTED IN PEACE, BUT IN DEFAMING ISRAEL. THE PALESTINIAN AUTHORITY IS CONDUCTING A CAMPAIGN WHOSE GOAL IS NOT TO RESOLVE THE CONFLICT BUT TO HARM ISRAEL.

Israel will respond accordingly. Israel rejects the distorted and disconnected from reality decision of the General Assembly and thanks the leading countries that did not join the march of folly that took place today in New York.
In particular, Marmorstein slammed the resolution for ignoring the issue of Palestinian terrorism targeting Israeli civilians. The resolution makes no mention of the Hamas atrocities of October 7, or the ongoing Gaza War which resulted from that attack.

He condemned the world body for refusing to call for the release of the hostages.
DECISIONS OF THE UN GENERAL ASSEMBLY ARE NOT LEGALLY BINDING BUT ARE CONSIDERED EXPRESSIONS OF THE OPINIONS OF WORLD LEADERS.
Israel is widely expected to ignore the terms of the resolution; however, it previously threatened to halt all cooperation with the Palestinian Authority (PA) if the resolution was pursued.
Foreign Minister Israel Katz warned the PA that it would respond in kind based on the resolution’s wording.
“If the Palestinian Authority acts against Israel in complete contradiction to the commitments it undertook in the interim arrangements that were signed, Israel will act in the same way and stop all cooperation with the PA and bring about its dissolution,” Katz stated earlier this month.

It has also outraged pro-Israel Evangelical and conservative leaders around the world, and particularly in the United States, who also view Judea and Samaria as part of the land GOD HAVE TO ABRAHAM, ISAAC, JACOB, AND THE NATION OF ISRAEL.
Also infuriating, they say, are the ongoing efforts by U.N. “Firstly, the immediate threat [posed by the recent UN moves] is it de-legitimizes Israel again — and in its own territory, no less,” he told me. “AND THAT ONLY WILL FURTHER FEED THE APPETITE OF HER ENEMIES TO SEEK WITH THIS KIND OF [MANDATE] FROM THE UN TO DESTROY ISRAEL.”

Speaking specifically about Secretary General Guterres, Gaffney said the man is an enemy of Israeli security.
“I believe that, as is true of the vast majority of Christian conservatives, GUTERRES IS HOSTILE TO ISRAEL, as we saw in this vote of member nations of the United Nations.”
