The government of Saudi Arabia plans to create a fund of about $40 BILLION TO INVEST IN ARTIFICIAL INTELLIGENCE, according to three people briefed on the plans — the latest sign of the gold rush toward a technology that has already begun reshaping how people live and work.

In recent weeks, representatives of Saudi Arabia’s Public Investment Fund have discussed a potential partnership with Andreessen Horowitz, one of Silicon Valley’s top venture capital firms, and other financiers, said the people, who were not authorized to speak publicly. They cautioned that the plans could still change.

The planned tech fund would make SAUDI ARABIA THE WORLD’S LARGEST INVESTOR IN ARTIFICIAL INTELLIGENCE. It would also showcase the oil-rich nation’s global business ambitions as well as its efforts to diversify its economy and establish itself as a MORE INFLUENTIAL PLAYER IN GEOPOLITICS. The Middle Eastern nation is pursuing those goals through its sovereign wealth fund, which has assets of more than $900 billion.

Officials from the Saudi fund have discussed the role Andreessen Horowitz — already an active investor in A.I. and whose co-founder Ben Horowitz is friends with the fund’s governor — could play and how such a fund would work, the people said. The $40 billion target would dwarf the typical amounts raised by U.S. venture capital firms and would be eclipsed only by SoftBank, the Japanese conglomerate that has long been the world’s largest investor in start-ups.

The Saudi tech fund, which is being put together with the help of Wall Street banks, will be the latest potential entrant into a field already awash in cash. The cost of funding A.I. projects is steep. Sam Altman, the chief executive of OpenAI, has reportedly sought a huge sum from the United Arab Emirates government to boost manufacturing of chips needed to power A.I. technology.

Saudi representatives have mentioned to potential partners that the country is looking to back an array of tech start-ups tied to artificial intelligence, including chip makers and the EXPENSIVE, EXPANSIVE DATA CENTERS THAT ARE INCREASINGLY NECESSARY TO POWER THE NEXT GENERATION OF COMPUTING, according to four people with knowledge of those efforts, who were not authorized to speak publicly. It has even considered starting its own A.I. companies.

Two of the people said that SAUDI’S NEW INVESTMENT PUSH IS LIKELY TO TAKE OFF IN THE SECOND HALF OF 2024. A $40 billion fund could make both the Saudi Arabian government and Andreessen Horowitz key players in races to corner various businesses related to the field.

Mr. Horowitz and Yasir al-Rumayyan, the governor of the Public Investment Fund, have discussed the possibility of the Silicon Valley firm setting up an office in the country’s capital, Riyadh, one person with knowledge of the conversations said.

Other venture capitalists may participate in the kingdom’s tech fund, two people briefed on the plans said. Partly because of its enormous financial clout and growing ambitions, those in international business circles closely monitor moves made by the Public Investment Fund, which was created in 1971.

In a session entitled “Artificial Intelligence for Digital Twins,” the CEO of NEOM, Engineer Nazmi al-Nasr said artificial intelligence will lead the future in modern designs and technologies at the $500 billion mega-city, the official Saudi Press Agency (SPA) reported on Friday.

He added that THE LINE project – which, when completed, will accommodate up to nine million residents in communities characterized by their revolutionary vertical design – WILL BE THE FUTURE OF THE WORLD AND WILL DEPEND ON THE FULL USE OF ARTIFICIAL INTELLIGENCE.

More than 200 speakers came together for the three-day global summit at the King Abdul Aziz International Conference Center under the PATRONAGE OF SAUDI CROWN PRINCE MOHAMMED BIN SALMAN. It concluded Thursday.

Organized by the SAUDI DATA AND ARTIFICIAL INTELLIGENCE AUTHORITY (SDAIA) the second edition of the Global AI Summit was held under the theme “AI FOR THE GOOD OF HUMANITY,” and was attended by about 10,000 people representing policymakers, experts and specialists in artificial intelligence from 90 countries.

Many participants in the Summit described the city of Riyadh as the “city of artificial intelligence,” according to a SPA report. Hosting the summit comes within the FRAMEWORK OF THE DIRECTIVES OF THE CROWN PRINCE to make Riyadh one of the ten largest economic cities in the world.

AGREEMENTS AND PARTNERSHIPS

Over three days, the summit formed an international platform that brought together experts, specialists, academics, CEOs of major technology companies in the world, thought leaders, innovators and decision-makers in government and private sectors from around the world, including leading companies, investors and businessmen to discuss the future of artificial intelligence in various fields.

During the summit, several agreements and partnerships were signed between major international companies and government agencies in the Kingdom, including THE SIGNING OF AN AGREEMENT BETWEEN THE SAUDI ARTIFICIAL INTELLIGENCE COMPANY OWNED BY THE PUBLIC INVESTMENT FUND WITH SENSETIME, THE WORLD’S LEADING ARTIFICIAL INTELLIGENCE COMPANY.

The agreement will see the establishment of a new company in the Kingdom with an estimated investment value of more than $200 million to finance an advanced artificial intelligence laboratory, and to create jobs for young Saudis – helping put the country on the map for artificial intelligence technology.

The Ministry of Energy and SDAIA, through their joint center (Joint Artificial Intelligence Center for Energy), also signed a strategic agreement with IBM to accelerate the adoption of the circular carbon economy using artificial intelligence.

SDAIA also signed an agreement with the International Telecommunication Union (ITU) to develop a global framework to measure AI READINESS AND HELP COUNTRIES IN THE WORLD SHARE AND ADOPT AI BEST PRACTICES, REGULATORY FRAMEWORKS AND INSTITUTIONAL REFORMS NECESSARY FOR COUNTRIES TO HARNESS ALL AI CAPABILITIES FOR THE SERVICE OF HUMANITY.

MBS AND (5) THE EVIL TRINITY OF TECHNOLOGY

In a session entitled ‘VISUALIZING THE ECOSYSTEM FOR THE ADOPTION OF ARTIFICIAL INTELLIGENCE,’ the Ministry of Health and SDAIA launched the prototype of the early detection program for breast cancer using artificial intelligence algorithms.

Furthermore, the first center specialized IN SUSTAINABILITY SOLUTIONS AND THEIR APPLICATIONS USING ARTIFICIAL INTELLIGENCE TECHNIQUES IN THE ENVIRONMENT, WATER AND AGRICULTURE WAS LAUNCHED UNDER THE NAME ‘AIEWA’ (ARTIFICIAL INTELLIGENCE CENTER IN ENVIRONMENT, WATER AND AGRICULTURE).

SDAIA also, with Google Cloud and Climate Engine, launched the Earth Observation and Science Program, which relies on technology Earth observation and ARTIFICIAL INTELLIGENCE (AI) TO PROVIDE SUSTAINABILITY SOLUTIONS THAT ADDRESS CLIMATE CHANGE RISKS AND ENHANCE ENVIRONMENTAL PROTECTION IN THE KINGDOM AND THE REGION, SUCH AS: REDUCING CARBON EMISSIONS by more than 278 million tons annually by 2030, and planting 10 billion trees across the Kingdom by 2030.

Before the conclusion of the summit, SDAIA and Google Cloud also announced the launch of the ‘Elevate’ program; a new collaboration aimed at enabling women in the world to practice new jobs in the field of artificial intelligence and machine learning in emerging markets by training more than 25,000 women over the next five years.

GLOBAL SUMMIT ON ARTIFICIAL INTELLIGENCE KICKS OFF IN THE BEAST’S KINGDOM

The second edition of the Global AI Summit kicked off Tuesday morning in the Saudi capital Riyadh, bringing together various stakeholders and academics to discuss the future of artificial intelligence and the Kingdom’s contribution to this field.

Over 200 speakers representing 90 countries have come together for the global summit that will run until September 15 at the King Abdul Aziz International Conference Center and under the patronage of SAUDI CROWN PRINCE MOHAMMED BIN SALMAN.

The Global AI Summit, organized by SAUDI DATA & AI AUTHORITY (SDAIA), will touch on topics such as the impact of AI on the public and private sectors, healthcare, environment, transportation, smart cities and culture among other matters.

SDAIA said on its website that “tech companies, startups, investors, and entrepreneurs [will] meet at the GLOBAL AI SUMMIT TO SHAPE THE FUTURE OF AI.”

Speaking at the opening ceremony of the summit, Saudi Minister of Communications & Information Technology Abdullah Alswaha said that SAUDI ARABIA “HAS BECOME THE LARGEST TECH FORCE OF CODERS AND DATA SCIENTISTS,” adding that there are currently more than 70,000 trainees in this field.

He added that women’s participation in the field of technology has exceeded 30 percent. Alswaha also said that SAUDI ARABIA HAS PRESENTED ONE OF THE BEST EXAMPLES OF AI IMPLEMENTATION IN THE LINE CITY IN NEOM, UNDER THE GUIDANCE OF THE CROWN PRINCE. “We’ve worked with global innovators and thinkers LEVERAGING DATA AND AI TO DELIVER THE FIRST COGNITIVE CITY THE LINE, AND [EXPLORE] HOW WE CAN DELIVER THE FIVE (5)-MINUTES LIVEABILITY AND WALKABILITY WHERE YOU CAN WORK, LIVE, PLAY AND LEARN WITH ZERO-EMISSIONS,” he said.

Commentary: “great city” is a descriptive reference for the physical city of Babylon. This is not a descriptive reference to Mystery Religion Babylon. NEOM BABYLON CITY IS DESCRIBED AS “GREAT” (NOT IN A POSITIVE SENSE, BUT IN A NEGATIVE SENSE) BECAUSE OF WHAT THE CITY DOES THROUGHOUT THE EARTH DURING THE TRIBULATION.

POPE FRANCIS AND MYSTERY BABYLON NEOM – BOTH THE RELIGION AND THE CITY

The destruction so great and consuming, that smoke of her burning can be seen many miles away at sea. Businessmen and merchants don’t want to go anywhere near the “great city” because they are afraid that they might receive the same fate due to association. They lament, because their best customer just got hammered and their gravy train has ended. Thus, their profits and gain have so ended. So much for the “great city.” It was quickly thrown away and destroyed just like a giant mill-stone thrown into the sea. Never to be found again.

Saudi Aramco CEO Amin Nasser highlighted the significance of staying up to date with the latest developments in the field of digital transformation, noting that “ANY HUGE AND LARGE INVESTMENT IN ARTIFICIAL INTELLIGENCE AND INFORMATION TECHNOLOGY SHOULD MAKE COMPANIES MORE PROFITABLE AND MORE SUCCESSFUL.”

“It is necessary to realize that the role and purpose of artificial intelligence is that it complements human [capital], and [does] not replace it. In my opinion, the primary priority for companies today is to determine the best and the optimal mix of human and machinery capabilities.” Touching on cyberattacks, Nasser said that they “are one of the biggest threats that we face at Aramco with natural disasters or physical attacks” comprising the same level of threats. “While these attacks are growing… AI helps thwarting some of these threats,” he added.

During THE GLOBAL AI SUMMIT, PARTICIPANTS WILL ALSO FOCUS ON “EXCHANGING EXPERTISE WITH LOCAL AND INTERNATIONAL EXPERTS AND EXPLORING INVESTMENT OPPORTUNITIES RELATED TO AI TECHNOLOGIES,” according to the official Saudi Press Agency (SPA). More than 40 agreements and Memorandums of Understanding will be signed during the SUMMIT BETWEEN PUBLIC AND PRIVATE SECTORS FROM SAUDI ARABIA AND ABROAD, SPA added. “This is in addition to announcing eight local and international initiatives among global companies and institutions in a bid to enhance international cooperation on AI and its uses.”

During his speech, Aramco’s CEO announced a new strategic project called “Aramco Global AI corridor” that is “designed to develop and commercialize complex AI solution to train Saudi talent, support Saudi startups and together with global partners build a local AI ecosystem.” He added that the project is in collaboration with California Institute of Technology (Caltech) and Beyond Limits.

On the sidelines of the event as well, the Saudi Company for Artificial Intelligence (SCAI), which is owned by the Public Investment Fund, announced its plan to invest in a new project in partnership with Chinese artificial company SenseTime to establish a developed intelligence lab and create local job opportunities, according to Al Arabiya. The investment, which is worth 776 million SAR ($207 million), aims to DEVELOP THE AI FIELD IN THE KINGDOM AND ENHANCE ITS POSITION AS A CENTER FOR EMERGING TECHNOLOGIES.
