SAUDI ARABIA WELCOMES PALESTINIAN STATE RECOGNITION BY THREE EUROPEAN COUNTRIES

Saudi Arabia’s Ministry of Foreign Affairs welcomed on Wednesday the decision by Norway, Ireland and Spain to recognize a Palestinian state, the ministry said in a statement. THE MINISTRY DESCRIBED THE MOVE AS “POSITIVE” AND CALLED ON OTHER COUNTRIES TO FOLLOW SUIT.

“The Kingdom appreciates this decision issued by these countries, which confirms the international consensus on the inherent right of the Palestinian people to self-determination,” the ministry said in the statement.

THE EXPECTED DECISION BY NORWAY, IRELAND AND SPAIN WAS ANNOUNCED WEDNESDAY MORNING WITH THE FORMAL RECOGNITION BEING MADE ON MAY 28, INFURIATING ISRAEL.

The development is a step toward a long-held Palestinian aspiration that came against the backdrop of international outrage over the civilian death toll and humanitarian crisis in the Gaza Strip following Israel’s offensive there.

SAUDI ARABIA CALLED ON OTHER COUNTRIES TO FOLLOW IN THE FOOTSTEPS OF THE THREE COUNTRIES NOTING THAT COULD HELP REACH A SUSTAINABLE PATH FOR THE PALESTINIAN ISSUE.

SOME 140 COUNTRIES HAVE ALREADY RECOGNIZED A PALESTINIAN STATE — MORE THAN TWO-THIRDS OF UNITED NATIONS MEMBERS — BUT NONE OF THE MAJOR WESTERN POWERS HAS DONE SO.

The foreign ministry called on permanent members of the United Nations Security Council that haven’t yet RECOGNIZED A PALESTINIAN STATE BASED ON THE 1967 BORDERS WITH EAST JERUSALEM AS ITS CAPITAL TO DO SO IN ORDER TO ACHIEVE COMPREHENSIVE AND JUST PEACE.

WASHINGTON – Senior U.S. officials have stressed that Israel may not be willing to accept key DEMANDS CONCERNING THE PALESTINIANS THAT WOULD CLEAR THE PATH TOWARD NORMALIZATION WITH SAUDI ARABIA, WHICH THEY NOTE IS CLOSER THAN EVER BEFORE.

“We have sought to move forward in negotiating the bilateral aspects, but even if we were to conclude those agreements – and I believe we could relatively quickly – it could not go forward absent other things that need to happen for normalization to proceed,” U.S. Secretary of State Antony Blinken told the Senate Foreign Relations Committee.

THE FIRST COMPONENT OF THE DEAL, WHICH IS NEAR COMPLETION, INCLUDES DEFENSE GUARANTEES AND CIVIL NUCLEAR COOPERATION IN HOPES OF STEERING SAUDI ARABIA AWAY FROM A BURGEONING ALLIANCE WITH CHINA, despite Biden’s dismissal of Saudi Arabia as a pariah state prior to assuming office.

THE SECOND COMPONENT — FOCUSED ON ISRAEL NORMALIZATION — WOULD BE CONTINGENT ON A SEPARATE COMMITMENT TO ESTABLISHING A PATHWAY TOWARD A PALESTINIAN STATE. This credible pathway, along with what U.S. Secretary of State Antony Blinken described as “calm in Gaza,” would be a PREREQUISITE FOR SAUDI ARABIA TO COMMIT TO A PATHWAY TOWARD ISRAEL NORMALIZATION.

SULLIVAN PRESENTED THE DETAILS OF THE PROGRESS TO PRIME MINISTER BENJAMIN NETANYAHU DURING HIS VISIT TO ISRAEL THIS WEEKEND, WITH U.S. OFFICIALS HOPING THAT NETANYAHU WOULD BE INCENTIVIZED BY SAUDI NORMALIZATION ENOUGH TO MAKE POLITICAL COMPROMISES amid pressure from his far-right coalition partners.

The U.S. would additionally face significant domestic complications in codifying the bilateral pact, with only several weeks remaining on the Congressional calendar with Democrats highly skeptical of either component of the deal and Republicans only willing to endorse it should Israel’s security guarantees be fully met.

“The Saudis have been clear that this would require calm in Gaza and a credible pathway to a Palestinian state,” Blinken continued, warning that “it may well be at this moment, Israel is not able or willing to proceed down this pathway.”

Blinken noted that to the extent that the agreements are finalized in principle between the U.S. and Saudi Arabia, “Israel has to decide if it wants to proceed and take advantage of the opportunity to achieve something it has sought from its founding – normal relations with the country in its region.”

“We see the possibilities for the future in that agreement,” he continued, specifically noting the regional cooperation against Iran’s unprecedented missile strike on Israel last month. “THERE’S AN OPPORTUNITY FOR ISRAEL TO BECOME INTEGRATED IN THE REGION, TO GET THE FUNDAMENTAL SECURITY IT NEEDS AND WANTS, TO HAVE THE RELATIONSHIPS IT’S WANTED SINCE ITS FOUNDING. In order for that to go forward, there has to be an end to Gaza and a credible pathway to a Palestinian state.”

“One advantage of completing the work, in principle, with the Saudis is that it is no longer theoretical or hypothetical, but a question that needs to be answered,” Blinken added.

Following Blinken’s testimony, a senior U.S. official confirmed THE SAUDI READOUT OF THE PROGRESS IN THE BILATERAL COMPONENT OF A U.S.-SAUDI AGREEMENT AS BEING “NEAR FINAL,” while the required elements of credible pathway toward a Palestinian state and an end to the Gaza war have yet to be completed.

“The Israeli officials took that on board, and will continue to be consulting with them,” the senior official said, declining to cast as pessimistic of a read on Prime Minister Benjamin Netanyahu’s willingness to accept Saudi demands for potential Israel normalization.

“There was no sort of ultimatum or last chance. A LOT OF WORK’S BEEN DONE HERE OVER TWO AND A HALF YEARS,” the official said, “but the Palestinian component of this deal has always been a central component of the deal. It was a central component of the deal before October 7, it’s central component of the deal after October 7.”

“WE’RE GETTING TO A PHASE WHERE THE FULL PACKAGE IS VERY CLEAR. However, the war in Gaza and the crisis needs to recede to open up space for this,” the official continued, noting the U.S. is “very realistic about this.”

“In fact, we are not pushing it. We are basically facilitating it. THE SAUDIS, IN TERMS OF HOW THEY SEE THEIR INTERESTS, REMAIN VERY INTERESTED IN THIS POSSIBILITY BUT WITH THE EMPHASIS THAT THERE HAS TO BE A CREDIBLE PATHWAY FOR THE PALESTINIANS. THAT IS A FUNDAMENTAL COMPONENT TO THE DEAL,” the official continued, noting features and factors of an ultimate agreement include post-war Gaza and Palestinian Authority reform.

“The Saudis are prepared to do an awful lot with tremendous benefit for the Palestinians, and that is why they have ensured that Palestinian leadership is basically a participant in this process, as they have been for some time,” the official added.

U.S. President Joe Biden’s National Security Advisor Jake Sullivan said in Israel this week that his administration is close to formulating A HISTORIC DEAL TO UPGRADE RELATIONS WITH SAUDI ARABIA.

According to Sullivan, such a deal would include normalization between Saudi Arabia and Israel, but he also expressed concern that Israeli Prime Minister Benjamin Netanyahu’s position on the Palestinian issue would torpedo the talks.

SULLIVAN ARRIVED IN ISRAEL AFTER VISITING SAUDI ARABIA, WHERE HE DISCUSSED THE POTENTIAL DEAL AT LENGTH WITH CROWN PRINCE MOHAMMED BIN SALMAN. During his stay in Israel, Sullivan met with Netanyahu, Defense Minister Yoav Gallant, war cabinet minister Benny Gantz and President Isaac Herzog.

The Saudi issue wasn’t the only topic to come up. Sullivan also discussed the army’s operation in Rafah and the humanitarian situation in the Gaza Strip with the senior Israeli officials. However, he also SENT A CLEAR MESSAGE REGARDING THE NATURE OF THE TALKS WITH SAUDI ARABIA AND THE OPPORTUNITY THAT THE BIDEN ADMINISTRATION SEES FOR A REAL BREAKTHROUGH.

SENIOR ISRAELI OFFICIALS SAY THAT THEY GOT THE IMPRESSION THAT THE U.S.-SAUDI DEAL HAS “NEARLY COME TO FRUITION,” BUT STILL DEPENDS ON AGREEMENTS ON THE PALESTINIAN ISSUE that the right-wing extremists in Netanyahu’s coalition won’t find acceptable.

An Israeli source involved in the talks told Haaretz that, from the American perspective, “there is a basis that could PREPARE THE WAY FOR SIGNING AN AGREEMENT BETWEEN SAUDI ARABIA AND ISRAEL. The main question now is whether Netanyahu has the ability to move forward. Administration officials aren’t sure that such is the case.”

U.S. OFFICIALS ARE CONSIDERING FORMULATING A DRAFT THAT IS ACCEPTABLE TO THE SAUDIS AND THEN BRINGING IT TO ISRAEL TO GET NETANYAHU’S CONSENT. However, continued fighting in Gaza makes it harder to finalize such a document, and Israeli officials say that the widespread coverage of the war in the Arab press is making the Saudis harden their positions on the Palestinian issue. Consequently, THE SAUDIS ARE DEMANDING MORE SIGNIFICANT CONCESSIONS BY ISRAEL IN ORDER TO SEAL THE DEAL.

Netanyahu said over the weekend that he opposes THE IDEA THAT ISRAEL WOULD COMMIT TO ALLOWING IN FUTURE THE ESTABLISHMENT OF A PALESTINIAN STATE AS PART OF A DEAL WITH THE SAUDIS, EVEN IF IT’S A GENERAL FORMULATION AND DOESN’T CONSTITUTE AN IMMEDIATE COMMITMENT. On Monday, Minister Chili Tropper (National Unity Party) also expressed opposition on behalf of his centrist party to the establishment of a Palestinian state through such an agreement.

BIDEN ADMINISTRATION OFFICIALS SAY THAT THEY BELIEVE THEY CAN REACH A COMPROMISE BY WHICH ISRAEL WOULD AGREE IN PRINCIPLE TO THE ESTABLISHMENT OF A PALESTINIAN STATE IN FUTURE AND WOULD TAKE STEPS IN THE COMING [SEVEN] YEARS TO PRESERVE THE PRACTICABILITY OF A TWO-STATE SOLUTION.

The White House confirmed on Monday that THE UNITED STATES AND SAUDI ARABIA ARE “CLOSER THAN THEY HAVE EVER BEEN” TO A BILATERAL AGREEMENT, SAYING THAT SULLIVAN HAD MADE SIGNIFICANT PROGRESS IN TALKS WITH THE SAUDIS OVER THE WEEKEND. White House National Security Council Spokesperson John Kirby declined to put a date on the bilateral component, but also declined to answer whether the United States would sign a deal that would not create a Saudi guarantee to normalize ties with Israel.

The first component of the deal, which is near completion, includes defense guarantees and civil nuclear cooperation in hopes of steering Saudi Arabia away from a burgeoning alliance with China, despite Biden’s dismissal of Saudi Arabia as a pariah state prior to assuming office.

The second component – focused on Israel normalization – would be contingent on a separate COMMITMENT TO ESTABLISHING A PATHWAY TOWARD A PALESTINIAN STATE. This credible pathway, along with what U.S. Secretary of State Antony Blinken described as “calm in Gaza,” would be a prerequisite for Saudi Arabia to commit to a pathway toward Israel normalization.
