DAVOS WEF 2019: World leaders prepare for Davos amid gloomy forecasts. Saudi Arabia will be represented by a team of senior policymakers and business leaders.
DUBAI: World leaders are preparing to head to the annual meeting of the World Economic Forum (WEF) in Davos, Switzerland, amid the riskiest global backdrop in years, according to a report from the event organizer itself. As the WEF announced the names of some of the 3,000 participants set to attend the meeting and details of the four-day agenda, it also published a gloomy outlook on international politics, economics, the environment and technology.
Rising geopolitical and geo-economic tensions are the most urgent risks in 2019, with 90 percent of experts surveyed expecting further economic confrontation between major powers, according to the WEF’s annual Global Risks Report.
“The world’s ability to foster collective action in the face of urgent major crises has reached crisis levels, with worsening international relations hindering action across a growing array of serious challenges. Meanwhile, a darkening economic outlook, in part caused by geopolitical tensions, looks set to further reduce the potential for international cooperation in 2019,” it added.
Although political and economic worries were top of the immediate agenda for the 1,000 experts polled by the WEF, the environment and climate change are also a cause for concern, as are “rapidly evolving” cyber and technological threats, the WEF said. Børge Brende, the WEF president, said:
“With global trade and economic growth at risk in 2019, there is a more urgent need than ever to renew the architecture of international cooperation. We simply do not have the gunpowder to deal with the kind of slowdown that current dynamics might lead us toward. What we need now is coordinated, concerted action to sustain growth and to tackle the grave threats facing our world today.”
The leaders who will begin to arrive in Switzerland in the next week include Shinzo Abe, prime minister of Japan; Jair Bolsonaro, president of Brazil; Angela Merkel, chancellor of Germany; and Wang Qishan, vice president of China. With US President Donald Trump pulling out of the meeting to deal with the partial government shutdown, the American delegation is expected to be led by Steven Mnuchin, Treasury secretary, and Mike Pompeo, secretary of state.
The Middle East is well represented at the meeting, with at least nine heads of state or government from the region, including Palestine, Iraq, Egypt, Jordan and Lebanon. Saudi Arabia will be represented by a team of senior policymakers and business leaders. The risk report will give them all food for thought in the Alpine resort.
Asking whether the world is “sleepwalking into a crisis,” the report responded: “Global risks are intensifying but the collective will to tackle them appears to be lacking. Instead, divisions are hardening. The world’s move into a new phase of strongly state-centered politics continued throughout 2018. “The idea of ‘taking back control’ — whether domestically from political rivals or externally from multilateral or supranational organizations — resonates across many countries and many issues.”
Macro-economic risks have moved into sharper focus, it said. “Financial market volatility increased and the headwinds facing the global economy intensified. The rate of global growth appears to have peaked,” the report said, pointing to a slowdown in growth forecasts for China as well as high levels of global debt — at 225 percent of global gross domestic product (GDP), significantly higher than before the financial crisis 10 years ago.
Raising the prospect of a “climate catastrophe,” the report said extreme weather, which many experts attribute to rapid climate change, was a risk of great concern. “The results of climate inaction are becoming increasingly clear,’ the WEF said. Of the 3,000 participants at Davos, which runs from Jan. 22 to 25, around 78 percent are men, with an average age of 54.

DAVOS WEF 2020: Ministers, top executives in Saudi delegation to WEF
DAVOS: Some 3,000 leaders from the worlds of business, public policy, culture and technology are due to arrive in the Alpine town of Davos for the annual meeting of the World Economic Forum (WEF), which begins on Tuesday.
The meeting this year — under the theme “stakeholders for a cohesive and sustainable world” — is the 50th (5) time the annual meeting has been held in the Swiss resort, but it comes at a time of growing global tensions over climate change and geopolitical confrontation. Last week, the WEF published its annual global risk report, one of the gloomiest ever, with global experts concerned about accelerating environmental damage and potential political flashpoints in several parts of the world.
Saudi Arabia is sending a top-level delegation to the meeting, headed by Dr. Ibrahim bin Abdulaziz Al-Assaf, Minister of State and Member of the Cabinet, with some 55 (5) senior figures. They include ministers and senior executives from industry, finance and the economy, in addition to many other Saudi participants attending for bilateral meetings and support roles, as well as the event’s legendary networking.
Prince Abdulaziz bin Salman will attend his first WEF annual meeting since he was named energy minister last year. Deputy Defense Minister Prince Khalid bin Salman will also attend.
Amin Nasser, CEO of Saudi Aramco, will attend for the first time as head of a publicly listed company following the oil giant’s successful initial public offering (IPO) last year. Relations between Saudi Arabia and the WEF have grown stronger as the Kingdom’s ambitious Vision 2030 strategy has accelerated.
Later this year, Riyadh will play host to a meeting of the WEF under the banner of the Centre for the Fourth Industrial Revolution, the brainchild of Klaus Schwab, WEF founder and executive chairman.
“On the eve of its G20 presidency, we welcome the Kingdom of Saudi Arabia … to shape those technologies in a way that serves society,” Schwab said.
In contrast with the strong participation from Saudi Arabia and other Gulf countries, notably the UAE, Iran has pulled out of the meeting altogether because of the heightened political tensions in the region following the killing of the country’s top general, Qassem Soleimani, in a US strike earlier this month.
President Donald Trump is leading a big American delegation to the event, the second time he has attended Davos since moving into the White House, having missed last year. He is due to deliver a keynote address on the opening day of the meeting. Climate change and its consequences look certain to be a big topic in snowy Davos, where the temperature rarely rises above freezing.
Greta Thunberg, the young environmental campaigner, is also taking part in sessions, including one on “averting a climate apocalypse.” She has hiked over the Alps to get to Davos, having pledged not to use environmentally damaging public transport.
Davos 2020 is split across seven key themes: Healthy futures, how to save the planet, better business, beyond geopolitics, technology for good, fairer economies, and society and the future of work. On climate change, the WEF said: “The Earth is getting hotter, the ice is melting, the oceans are rising, and they’re filling up with plastic. We’re losing species, building up greenhouse gases, and running out of time. It’s easy to feel downhearted.”
On rising geopolitical tensions, it added: “We need to move from geopolitics and international competition to a default of consummate global collaboration. Nations are going to have to change.” In an effort to change the event’s image as a showy gathering of the global elite, often traveling in helicopters and limousines to the Alpine resort, the WEF has offered to pay half of the first-class rail fare from anywhere in the world to Davos.

Kicking off on January 16, the forum will congregate business, political and academic elite who usually share insights and start framing plans for the year ahead. This year’s event comes amid Russia’s war in Ukraine and an elevated cost of living crisis. Consequently, the event is being held under the theme (5) ‘Cooperation in a Fragmented World.’

“…the Kingdom’s delegation to WEF will discuss how the country addressed challenges posed by the pandemic and share insights into the solutions that helped maintain a robust performance in the face of rising global pressures,” the report added.
Last year, the Saudi delegation signed a number of agreements with the World Economic Forum which was held in May. The agreements touched upon enhancing the existing partnership opportunities, promoting healthcare and focus on food security.

DAVOS, Switzerland — For years, the United Arab Emirates has been the Middle East’s go-to tech hub, thanks partly to its lack of personal income tax, flexible visa policies, and competitive incentives for international businesses and workers.
But Saudi Arabia is keen to capture some of the limelight, and talent, from its neighbor on the Arabian Peninsula — an ambition laid bare on the Davos Promenade this year.
The Saudi delegation staged a splashy presence on the city’s main street, including an expansive storefront dedicated to promoting Neom, a new urban development in northwestern Saudi Arabia; a space dedicated to the AlUla project, an initiative that’s part of the kingdom’s push to make the heritage city a global destination for tourists; a pop-up for the Saudi crown prince’s Foundation, MiSK, and its youth ambassadors called “majlis” — as well as two more Saudi chalets. It’s all part of the country’s Vision 2030 strategy of economic diversification.

The Neom showcase, which is one of this year’s most prominent on the promenade, seeks to show off the development’s prospects as a destination not only for tourism and luxury living but also innovation. A Neom spokesperson told CNBC that the purpose of the amped up presence was to educate the investment community on the development and indicate that it is “open for business.”
It was a sentiment echoed by the country’s finance minister on Monday. Mohammed al-Jadaan told CNBC on the sidelines of the World Economic Forum that oil, as a percentage of gross domestic product, has plunged from 70%, to the range of 30% to 35%. “That is significant,” said al-Jadaan, adding that the country has diversified into multiple other sectors, including tourism, technology and logistics.
His comments come amid a broader push to boost the kingdom’s profile as a global player and negotiator. In April, the capital of Riyadh is hosting a special World Economic Forum. Al-Jadaan noted that Riyadh has “a very strategic relationship with the U.S., and we have a close relationship with China, and we think we can bridge the gap.”
Neom is one of multiple so-called “giga” projects, which comprise Crown Prince Mohammed bin Salman’s Vision 2030 plan. Some focus on massive infrastructure investments, others on attracting fintech talent from the region and further afield. Ian Bremmer, president and founder of Eurasia Group, a political risk consultancy, tells CNBC that he was skeptical when MBS first became crown prince, but he’s now a believer in the transition that MBS is driving.
“He’s driving entrepreneurship, he’s diversifying the economy … And there are a lot of people that are really interested in working in Saudi Arabia,” said Bremmer. “This is a guy that’s actually really tried to combat a lot of visible corruption in the royal family.
And more broadly, he is actually improving education, especially for women.” “We are well past the Khashoggi chapter on the Kingdom,” Bremmer added, referring to the operation to capture or kill journalist Jamal Khashoggi in 2018 in the Saudi Consulate in Istanbul.
Attracting talent
The Saudi economy recently eclipsed the $1 trillion threshold for the first time. The UAE’s economy is half that size, at just over $500 billion, according to data from the World Bank — though the UAE still has quite a significant head start, with hundreds of millions of dollars being invested into its Advanced Research Technology Centers, including hubs dedicated to generative artificial intelligence, cyber, quantum and biotech.
But the kingdom is also throwing a lot of money at its tech hub ambitions. While much of the hype around MBS’s big investments center on the flashy megacities being built in the desert, regional experts in Davos tell CNBC that’s a sideshow to the core mission, which is to attract talent to feed a value creation cycle in AI.
The King Abdullah University of Science and Technology, or KAUST, is headed up by a UCLA mathematician who came to the school to begin attracting the talent to the country to help drive this innovation.
KAUST said to CNBC in a statement that it is “aligned with Saudi Arabia’s goal to be a global AI leader by 2030” and is moving toward that goal through strategic partnerships, singling out the establishment of a National AI Strategy, which provides support for startups, and AI-powered government services, as well as Riyadh’s International Center for AI Research and Ethics (ICAIRE) and Saudi Aramco’s AI research center that focuses on advanced projects in oil and gas.
