South Korea launches its first spy satellite after rival North Korea does the same. Develops closer ties and military agreements with Saudi Arabia.
VANDENBERG SPACE FORCE BASE, Calif. (AP) — South Korea launched its first military spy satellite into space Friday, a little over a week after North Korea claimed to put its own spy satellite into orbit for the first time as tensions rise between the rivals.
Launched from California’s Vandenberg Space Force Base using SpaceX’s Falcon 9 rocket, it was the first of five (5) spy satellites South Korea plans to send into space by 2025 under a contract with SpaceX. The event had been scheduled for earlier in the week but was pushed back because of weather conditions.
South Korea had no military reconnaissance satellites of its own in space and has partially resorted to the United States’ spy satellites to monitor moves by North Korea. South Korea’s Defense Ministry described the launch as successful, saying the satellite had a communication with an overseas ground station.
A ministry statement said the launch allowed the South Korean military to acquire an independent space-based surveillance system. It said the satellite would also help bolster the military’s preemptive missile strike capability, a key part of its so-called three-axis system that includes missile defense and massive retaliatory capabilities.

After two launch failures earlier this year, North Korea said it successfully placed its Malligyong-1 spy satellite into orbit last week. North Korea has since said its satellite had transmitted imagery with space views of key sites in the U.S. and South Korea, including the White House and the Pentagon. But it hasn’t yet released any of those satellite photos.
U.S. and South Korean officials confirmed the North Korean satellite entered orbit, but many outside experts question whether it can send militarily useful high-resolution imagery. The North Korean satellite launch sparked immediate, strong condemnations from the U.S., South Korea and others. Multiple United Nations Security Council resolutions ban any satellite launches by North Korea, viewing them as covers for testing its long-range missile technology.
North Korea responded angrily, saying it has sovereign rights to launch spy satellites to cope with what it calls increasing U.S. hostilities. It said it would also launch additional ones.
On Saturday, North Korea’s Defense Ministry threatened to take unspecified steps to eliminate or undermine the capabilities of U.S. spy satellites in protest of what it called the “rubbish” comments by an unspecified U.S. Space Command official that hinted at an attack on the North Korean satellite. The North Korean ministry said it would consider such an action a declaration of war. The North’s statement followed remarks by Sheryll Klinkel, a public affairs officer for the U.S. Space Forces that were carried in Radio Free Asia, a U.S. government-funded news service, earlier in the week.
Asked whether the United States has the ability to block the operation of North Korea’s spy satellite, the RFA report quoted Klinkel as saying that “Joint Force space operations could deny an adversary’s space and counterspace capabilities and services using a variety of reversible and irreversible means, reducing the effectiveness and lethality of adversary forces across all domains.”

North Korea’s satellite launch has inflamed animosities between the two Koreas, with the rivals taking steps to breach a previous military agreement meant to ease front-line military tensions.
Spy satellites are among the high-tech weapons systems that Kim Jong Un has publicly vowed to introduce. Since 2022, North Korea has conducted about 100 ballistic missile tests — part of efforts to modernize its arsenal of weapons targeting South Korea and the United States. South Korea and the United States have expanded their military exercises.
South Korea’s spy agency told lawmakers last week that Russia’s technological assistance likely enabled North Korea to place its spy satellite into orbit. South Korea, the U.S. and Japan have accused North Korea of seeking high-tech Russian technologies needed to enhance its military programs in return for supplying conventional arms to support Russia’s war in Ukraine. Both Russia and North Korea have denied the allegation.

SEOUL: Saudi Arabia and South Korea signed a preliminary agreement to expand defense cooperation, Seoul’s arms procurement agency has said as the East Asian country looks to broaden its arms export market. Saudi Arabia’s Ministry of Defense and South Korea’s Defense Acquisition Program Administration signed the memorandum of understanding on Sunday on the sidelines of the World Defense Show in Riyadh.
The agreement sets the formation of a joint committee to develop cooperation in the defense industry and technology and to conduct weapons system research and production, DAPA said in a statement. “This MoU will serve as a cornerstone to move the bilateral relationship forward to a future-oriented strategic partnership,” DAPA Director Eom Dong-hwan said. “I hope this agreement will contribute to developing the bilateral relationship further, providing more opportunities … for defense cooperation.”

South Korea is aiming to become the world’s fourth-largest arms exporter by 2027 and has set eyes on the “diversification of defense export markets,” Defense Minister Shin Won-sik, who witnessed the MoU signing alongside his Saudi counterpart Khalid bin Salman, told reporters at the Riyadh exhibition. On Tuesday, the South Korean Defense Ministry said that defense firm LIG Nex1 has secured a $3.2 billion deal to export a mid-range surface-to-air missile defense system to the Kingdom.
“South Korea will develop a long-term partnership with Saudi Arabia not only in arms sales but also in terms of broader defense cooperation to make a win-win situation,” Shin said. Shin also held talks with the Minister of Saudi National Guard Abdullah bin Bandar during his time in Riyadh, where they discussed ways to also strengthen bilateral military cooperation.
In the wake of Russia’s war in Ukraine, South Korea has emerged as a leading defense supplier in the world, as it became one of the few countries able to deliver weapons systems quickly and efficiently following decades of preparation under the threat of conflict with North Korea.
The country’s arms exports jumped to $17 billion in 2022, far surpassing a record of $7.25 billion in the previous year. The country was the ninth-largest arms seller in the world that same year, rising from its 31st place in 2000, according to the Stockholm International Peace Research Institute.
“Russia’s invasion of Ukraine has certainly driven demand for South Korean weapons systems with high levels of technologies and better price competitiveness,” military analyst Ahn Seung-beom, the publisher of the monthly Defense Times magazine, told Arab News.
“Still, South Korea is facing stiff competition from other global arms exporters, so South Korea is striving to pioneer new defense markets to further expand its global footprints,” he said. “In this regard, Saudi Arabia would be the best potential arms partner due to the Kingdom’s high demands for collaboration in the defense industry.” South Korea’s leniency in technology transfer and cooperative measures makes it an ideal partner for countries like Saudi Arabia, as the Kingdom seeks “to build up self-reliant defense capabilities,” instead of purchasing off-the-shelf arms products, Ahn added.

South Korean arms companies, such as Hanwha, Poongsan and LIG Nex1, concluded deals with Saudi Arabia worth around $989 million collectively, which include multiple rocket launchers, ammunition and electro-optical systems, according to a 2023 report by the London-based International Institute for Strategic Studies. “Arab Gulf states are looking to diversify their sources of defense procurement and partnerships beyond their traditional Western suppliers … Seoul can offer increasingly advanced equipment alternatives, often at competitive prices and with shorter lead times,” the report said.
At the Riyadh defense show, which ends on Feb. 8, major South Korean arms manufacturers, including Hanwha Aerospace, Hyundai Rotem and LIG Nex1, are showcasing a variety of weapons systems covering the domains of air, land and sea, some customized to suit the environment in the Middle East and the region’s defense interests. “Hanwha aims to collaborate with Saudi Arabia to contribute to the growth and modernization of the Kingdom’s defense industry,” a Hanwha spokesperson told Arab News. “Hanwha takes pride in our ongoing commitment to delivering deterrence solutions to key customers in the region.”

RIYADH: Saudi Minister of Defense Prince Khalid bin Salman held a meeting with South Korea’s Minister of National Defense Shin Won-sik at the World Defense Show in Riyadh on Sunday.
The two ministers discussed relations between Saudi Arabia and South Korea, highlighting strategies to strengthen ties in the military and defense sectors. They presided over the signing of a preliminary memorandum of understanding between the Kingdom’s Ministry of Defense and South Korea’s Defense Acquisition Program Administration.
Saudi Deputy Minister of Defense Prince Abdulrahman bin Mohammed bin Ayyaf and several senior officials from the ministry attended the meeting and signing ceremony.
