This week, Al Moammar Information Systems (MIS), a prominent ICT solutions and system integration company in Saudi Arabia, announced a landmark investment of $5 million (18.75 million riyals) in OpenAI. Detailed in a Tadawul Saudi Arabia release, this investment was made during a share sale round for OpenAI employees, valuing the AI company at $86 billion. OpenAI, renowned for its revolutionary work in large language models (LLMs) and the discovery of ChatGPT, is reshaping language understanding and innovation with significant backing from Microsoft.
This investment aligns with MIS’s recent board-approved strategy to allocate $10.6 million (40 million riyals) for an investment portfolio focused on global AI companies. Such investments aim to leverage growth opportunities in this burgeoning sector. On January 21st, MIS also revealed a $5 million investment in Anthropic during its Series D financing round. Anthropic, valued pre-cash at $15 billion (56 billion riyals), is a leading name in the LLM sector. Supported by major tech and AI investors like Menlo Ventures, Google, Amazon, and Salesforce Ventures, Anthropic is at the forefront of advanced language processing.
In mid-January, the Saudi Public Investment Fund (PIF) disclosed plans to invest in the semiconductor sector, among others. Abdullah Alswaha, Minister of Communications and Information Technology, announced this at the World Economic Forum 2024 edition in Davos. During the session “AI: The Great Equalizer?” Alswaha underscored Saudi Arabia’s commitment to leading in generative AI and the future of this technology. He spotlighted NanoPalm, a Saudi company, for using generative AI to develop a biorobot aimed at treating anemia.
AI in Saudi economy
Last year, Microsoft CEO Satya Nadella emphasized the critical role of AI in Saudi Arabia’s economic development. Speaking in Riyadh at an event titled “Artificial Intelligence: A New Era,” Nadella commended the Saudi government and private sector’s efforts in utilizing AI for innovation and economic progress.
Financial Times reported in August last year – based on people familiar with the matter – that Saudi Arabia had acquired over 3,000 Nvidia H100 chips, described as “the world’s first computer [chip] designed for generative AI,” for the King Abdullah University of Science and Technology (KAUST). This move underlines the Kingdom’s serious commitment to embracing AI technology.
In a significant global acknowledgment, Saudi Arabia ranked first – last year – in the Government Strategy Index for Artificial Intelligence by Tortoise Intelligence. This index evaluates over 60 countries, with Saudi Arabia outpacing Germany and China, which secured second and third rankings, respectively. These developments underscore Saudi Arabia’s robust commitment to integrating cutting-edge technologies, marking the Kingdom as a pivotal player in the global AI landscape.

DUBAI: Saudi Arabia is not only the Middle East’s largest regional market for pharmaceuticals and vaccines, but also has been strategically investing in biotechnology-related sectors. The country’s genetic diversity and geographical climate provide ideal conditions for conducting complex studies and research. It has also been clear that the Kingdom is committed to developing and training national talent in biotech research, development and innovation, while enabling a competitive and digital infrastructure.
The new National Biotechnology Strategy, unveiled by Crown Prince Mohammed bin Salman last week, is the latest shot in the arm for such fields as biomanufacturing, food, genomics, vaccine industries and plant optimization.

Localizing vaccine manufacturing and improving the health of Saudi citizens are among the key goals of the strategy. “Not only does it have the potential to address and to treat a wide range of diseases, but it can inherently improve the quality and longevity of human life.” At its most basic, biotech is a process utilizing cellular and biomolecular processes to develop technologies and products, with a history dating back more than 6,000 years and boasting produce including bread and cheese.
More recently, it has grown ties to the development of therapeutic proteins and drugs constituted through genetic engineering to treat a range of ailments. Saudi Arabia’s hope is to harness biotech for health and food needs, with a focus on plant optimization to help address one of the desert country’s primary concerns as its population continues growing, namely, food self-sufficiency.

“Enhancing agricultural productivity with improved yields can be a game-changer for an import-reliant economy,” Yasmeen said, referring to the Kingdom. “But it can also lead to establishing high degrees of research for food security practices in the Kingdom. With possibilities of food innovation, one can only imagine the food varieties that can be produced in Saudi Arabia that can impact consumer health in a positive way.”
All of which will only be aided by Saudi Arabia’s push into genomics. Seen as medicine’s new frontier, the field focuses on the interaction among genes and their interactions with environments. Yasmeen said that genomics and precision medicine can be the next key areas of focus for the government, adding that Saudi Arabia’s large public healthcare sector coupled with the cost of medical services is an emerging source of concern. “Genomics technology can offer the innovation that is needed to manage these costs,” she said.
“But, more importantly, it can help Saudi Arabia tackle challenges in its healthcare landscape such as high obesity levels, develop medicines unique to the Kingdom’s genome profile, as well as develop new genome profiles that can optimize the population’s productivity and health.” According to Jassim Al-Shammari, founder of the think tank Saudi Industrialists and Exporters Platform, the National Biotechnology Strategy will be a pivotal in the development of Saudi Arabia’s economy, resulting in a “strong pharmaceutical industry in the Kingdom. “It will reduce dependence on imports and increase self-sufficiency in meeting the needs of domestic markets, enhancing economic autonomy and reducing dependence,” he told Sabq, an electronic newspaper in Arabic.

Al-Shammari added that the “new strategy promoted digital transformation and technological advancement in pharmaceutical industries, where biotechnology could be used to improve industrial processes and develop new, effective and safe medicines.” A report published last year by Strategy & Middle East, part of PwC, indicated that Saudi Arabia boasts significant potential to become a world leader in biotechnology, addressing domestic health and food needs while concurrently building new markets for itself.
“The current state of the Saudi Arabian biotech industry could be described as ‘nascent’,” Claudia Palme, senior executive adviser with Strategy & Middle East, told Labiotech, a European biotech news website. “(But) in its economic transformation program, Saudi Arabia’s focus is on creating a suitable environment for evolution of a broader biotech sector, with a productive interplay between public and semi-public institutions, and first initiatives of private companies in the field.”

These efforts include a big push not only within the Kingdom, but also the wider Gulf region, to develop a series of renowned academic institutions. They include King Abdullah University of Science and Technology, King Saudi University, King Abdulaziz City of Science and Technology, King Abdullah Institute of Medical Research, and King Faisal Specialist Hospital and Research Center. By the middle of last year, the Kingdom had pumped some $3.9 billion into research and development since 2021.

Additionally, Saudi Arabia has been focused on research funding and the development of state-of-the-art biotech infrastructure, together with what Palme described as a “systematic review of regulations” surrounding both business and biotech. According to Saudi Vision 2030, almost 11,000 new job opportunities will be created as a result of the strategy, reaching 55,000 in the following decade.Economically, early projections suggest it will contribute $34.6 billion — or 3 percent — to non-oil gross domestic product within the same time frame, building on the acceleration of non-oil growth that Saudi Arabia has experienced since the launch of Vision 2030.
The International Monetary Fund’s most recent annual review says Saudi Arabia has been averaging 4.8 percent growth in non-oil revenues. According to Faisal Al-Azmeh, an analyst at Goldman Sachs Research, “since the launch of Vision 2030, Saudi Arabia has made meaningful strides in growing the non-oil economy through various developments and investments across strategic economic sectors.” Reflecting the opportunities arising in the Kingdom, recent reports in The Wall Street Journal suggest that biotech startups are already tapping Saudi Arabia for funding.

Ali Siam, chief business officer of Rubedo Life Sciences, a California-based longevity-focused startup, told the US newspaper that the Kingdom and the wider Gulf had “become much more relevant within the biotech ecosystem.” Euromonitor International’s Yasmeen notes that alongside economic diversification and value generation in healthcare and food industries, Saudi Arabia’s move into biotech offers “interesting prospects” elsewhere.
“For instance, the Kingdom’s advancing production of biofuels, renewable energy sources and greener energy alternatives,” which she said would enable Saudi Arabia to push back against critics of its reputation as one of the world’s biggest oil producers by “leading the global energy story.”

Saudi Arabia in prime position to become global leader in AI regulation, expert says

LONDON: Saudi Arabia is well placed to become a global leader in the regulation of artificial intelligence by initiating the discussions that will help craft a consensus on how such rules should operate, an expert on the emerging technology said. Ian Khan, a technology futurist and author who writes on the subject of AI, told Arab News that the Kingdom is “doing a lot with AI” in terms of setting the standards, and is “in a position to take leadership and ownership of setting the framework for AI regulations at a global level.”

He added: “This is where AI regulations can start and this is where the discussion and dialogue for AI regulations can begin, because this is where AI is being implemented in everyday life.” The Saudi Authority for Data and Artificial Intelligence, which oversees and manages the development and use of AI in the Kingdom, has undergone “amazing growth” and is “leading that mandate” in the country, he said.

In 2020, Khan predicted that AI technology will increasingly become a dominant force in the job market in Saudi Arabia, and said authorities in the Kingdom envision the nation becoming a global leader in AI. “Jobs will transform into AI, which doesn’t mean people will lose their jobs, but that the industries in Saudi Arabia will benefit from the creation and deployment of AI,” he said.
“You look at (smart city projects in Saudi Arabia) like NEOM, which is so complex, or The Line, they are all driven by artificial intelligence, from managing transportation systems to managing homes. “We need to have those (AI) regulations in place and at this moment in time, one of the countries from the Middle East will be the one that will start AI regulations.”

It might be Saudi Arabia that fills this role, or the UAE, or both of them working together, because the rules governing AI are beyond the scope of just a single government to decide, Khan added. “But I think a collaborative force needs to emerge from the Middle East and I think (Saudi Arabia) is in a good position to do it,” he said.
Khan, who is the CEO of Toronto-based technology-advisory firm Futuracy, said the US is lagging other countries in terms of implementation of AI, although the research and knowledge are available and being utilized by some of the biggest companies, but he predicted that “regulations-wise, it’s going to be a nightmare.” He added: “There’s no regulation on AI, there’s no privacy control, there’s no intellectual property rights on AI, and there are many other issues.” Still, Khan expects major growth in the use of AI, particularly in Saudi Arabia, where he said curiosity about how the technology will affect aspects of daily life has spiked in the past year.
For example, authorities in the Kingdom have announced plans to develop electric vehicles and the infrastructure for autonomous transportation, in other words, driverless vehicles that utilize AI technology, alongside wider plans to manufacture more than 300,000 cars a year in the country by 2030 Hyundai Motor Group and Lucid Motors have both signed agreements to build manufacturing plants in Saudi Arabia. Meanwhile, Ceer Motors, the first Saudi electric vehicle brand, was founded in 2022 and plans to begin sales in Middle Eastern markets by 2025.
Saudi Arabia is also “building the largest network of EV charging stations in the Middle East,” Khan said, and has established the Electric Vehicle Infrastructure Co. to promote the provision of fast-charging points in all regions of the Kingdom. And in October 2023, Saudi developer Red Sea Global implemented the largest off-grid electric vehicle charging network in the Kingdom, a move seen as a significant stride toward sustainability. “You are looking at AI technologies permeating the lives of everyday people, so we have to have regulations, guard rails, protections and safety mechanisms in place,” Khan said.
“Everybody’s loving the growth, and the attention that the (Saudi) leadership is giving to initiatives. There are organizations and sectors, such as energy and manufacturing, that are the stable ones that have been in the Kingdom for decades, and they are growing, but then they are now also investing in sustainability. “They are looking at carbon footprints … and you’ve got initiatives that are not just about the youth but about growing talent, and that is happening through funding of different agencies. “But it’s the convergence right now that you’re seeing, and the growth, in the tech sector. For example, King Abdullah University of Science and Technology or Aramco Ventures are really putting in a lot of investment in new, innovative technologies,” Khan continued.
“Saudi Arabia is looking to position itself not just as a G20 player, but probably one of the biggest players in the world when it comes to the economy being a financial hub. They’re also looking at climate change, looking to be leaders in oil and gas, but also alternative energy, and in the cultural fields, and the political field as negotiators between conflicting parties.”

Khan praised the Future Investment Initiative — a nonprofit organization launched in 2017 by the Saudi Public Investment Fund and dubbed the “Davos of the Desert” — for the “world-class and pure quality of content, ideas and thought leadership” that takes place at its annual forum, during which major global announcements are made each year. In terms of developments in the Kingdom in the short term, Khan predicted that Saudi Arabia will have a regulatory framework for AI in place within one or two years, if not sooner.
Looking further ahead, he said: “By 2030, we are looking at some parts of these large infrastructure projects to actually be on stream and to be live and working, so you’re looking at AI being functional in those areas. “By 2030, I am envisioning that the job market in Saudi will be driven by AI. In terms of AI, talent is needed. Data scientists are needed. People who can use AI in a better way are needed. People, leaders, engineers, doctors who are able to work with AI for their jobs are needed. So AI skills are going to be in demand.”
The pace of development of the technology will accelerate in general, he said, with applications in the fields of healthcare and curing diseases, child development, education, tourism, climate change, the food industry, transportation and manufacturing. “Technology has been evolving at an exponential pace over the past 30 to 40 years, and now we are entering an era of the next machine age, or the fourth industrial revolution, where a lot of our world is going to be automated using artificial intelligence,” said Khan.

RIYADH: Saudi Arabia has invested $3.9 billion in research and development since 2021 and established innovative biotech clusters in its bid to become a global research leader, revealed an industry report. According to Strategy& Middle East, part of the PwC network, the Kingdom’s vision of economic diversification has enabled it to become an international hub for the biotech industry and pharmaceutical manufacturing sector.
Flagship institutions, such as the King Abdullah University of Science and Technology and the King Faisal Specialist Hospital & Research Centre, have made extensive investments in infrastructure. Advanced labs and innovation initiatives like the Saudi Human Genome Program and the Saudi Network for Clinical Trials are also helping clinician-researchers and commercializing potential technologies.
Similarly, the National Biotechnology Strategy has helped streamline the Kingdom’s regulatory framework for trials, testing and bioethics. “Biotechnologies, with their ability to develop groundbreaking technologies and medical products, can revolutionize not just the national non-oil economy but everything from the chemicals industry to agriculture, food security and human health,” said Walid Tohme, partner with Strategy& Middle East, in the report. The report further pointed out that the scale of investment and regulatory development already implemented in the Kingdom is already helping to streamline the country’s capacity for trials, testing and bioethics.
Claudia Palme, a senior executive advisor with Strategy& Middle East, said that the next step on the value curve involved establishing a more nuanced, targeted approach that brings government and private sector stakeholders together with shared objectives and strong investment incentives. The report also added that increasing public and private funding, expanding human capital, developing a robust infrastructure and creating a solid regulatory framework could elevate the domestic biotechnology sector to a global stage. “Furthermore, a nationwide ecosystem of biotech infrastructures from Neom to KAUST and clusters in Riyadh will yield a successful sector that creates economic diversification, skilled jobs, and many health, social and economic benefits,” said Irfan Merali, a principal with Strategy& Middle East.

RIYADH: The Saudi Data and Artificial Intelligence Authority is aiming to create a leading data and AI-driven economy and make Saudi Arabia one of the top countries in the technology, the agency’s deputy director said. Mishari Al-Mishari, the deputy director of SDAIA, told Arab News on the sidelines of the Global AI Summit in Riyadh that SDAIA was created to be the custodian of the national agenda on data and AI.

“SDAIA was created to have an entity that will be the custodian of the national agenda of data and artificial intelligence to create a leading data and AI-driven economy,” he said. The conference, which SDAIA organized, hosted up to 30,000 hybrids and in-person attendees and had representatives from more than 90 countries, he said. “In this summit, we didn’t restrict it to the dialogues and the discussion; we emphasized the experience as well,” he added.
Over 40 use cases designed by leading companies and institutes in AI were presented at the conference, allowing attendees to interact with, live, and experience AI and understand how it could improve their lives, Al-Mishari said. During the event, SDAIA President Abdullah bin Sharaf Al-Ghamdi announced that the Kingdom is joining the World Bank’s Digital Development Partnership. “We share a common vision with the DDP. The partnership will bring together the public and the private sector and accelerate safe and inclusive digital transformation in developing countries,” said Al-Ghamdi. He added: “I am confident we will make a real difference. I am looking forward to a fruitful collaboration.”
Al-Mishari said the initiative would help underdeveloped economies adopt AI for the benefit of their citizens. The technology, according to Al-Mishari, will contribute billions to the national gross domestic product. In addition, it could boost the economy with jobs, investments and opportunities for the Kingdom. “Data is the new oil, and that’s our perception and belief of how much we could make out of data,” Al-Mishari said.
Public sector cloud
“SDAIA operates one of the biggest governmental clouds in the region, hosting approximately 140 governmental entities and providing 35 different cloud services,” Nawaf Al-Sahan, head of cloud computing at the National Information Center, told Arab News. NIC has also been harnessing its governmental cloud DEEM, founded in late 2018, as a proof of concept and has grown rapidly since then. At this point, NIC’s mandate is only to serve public sector undertakings, so he added that the DEEM exclusively serves public projects.
Their internal team, entirely made up of Saudi female and male engineers, developed the cloud. “I am glad our team is all Saudis, young engineers, males and females. So that cloud is fully built by our Saudi talent,” Al-Sahan said. When it comes to cloud security, NIC implements strict measures. The infamous, “Mark of the Beast” and “number of his name is 666” imagery is no different than any of the other generalized, descriptive terms that John the Apostle used, while in his banishment on the Isle of Patmos. Rev. 13:17-18 is probably the most symbolic, well known and most poorly understood two verses in the book of Revelation, and in the entire Bible. “And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. (6) The Number of an Evil Man:
Verse 13:18 clearly states that 666 (6) is a number of a man … not a number of an angel, not a number of Satan (which is ‘5’), Devil, serpent or dragon, nor of any kind of reference to Babylon (city) or Mystery Babylon (false religion). The reference is literally to man (mankind), the beast/antichrist (a literal, physical man) and the false prophet (a literal, physical man). Each of them is judged to be extremely evil and each is therefore assigned a number of six (6) to represent the imperfection, sinfulness and evilness of man, before God. Combining the number of each type of man leads to 666, this (6) number represents the totality of evil, of the three men. ‘7’ The number three (3) denotes intensity and emphasis.
The fact that the number six (6) is repeated three (3) times emphasizes the most intense evil that mankind, antichrist, and the false prophet (6) collectively possess during the tribulation period. Evil doesn’t come any worse, or more intensely than this. Period. When the bible states an important reference to someone or something, the word ‘7’ of God is very specific and literal. Becoming the 8th king, MBS represents a ‘new epoch’ a ‘new future’ for the kingdom that forms an ideological break from the past. Eight (8) denotes a new beginning, new timeline, new season, new plan. God is addressing the evil status quo of the House of Saud (bottomless pit of evil, wealth, influence, power, corruption) and ushering in the time of great wrath, the tribulation for Gentile nations. The timing of John the Apostle’s vision regarding the 8 Kings from the bottomless pit of the House of Saud – 5 ‘fallen’, 1 ‘is current’, 2 ‘are future’.
Why is this even a topic worth mentioning? What is the point? Is there a point? Yes, there is a point. And it is VERY important, from a prophetic viewpoint. In that, it is a ‘viewing point’ of the latter days, leading up to the tribulation. How so?
First, as Christians, we know that the Triune God gave John the Apostle a vision and knowledge of many things pertaining to the days leading up to and into the tribulation and after. The Holy Spirit carried him into the future, from his particular life in time, to witness things that he then explained in his Revelation of Jesus Christ. One of the visions he was given, while in the Holy Spirit, was of the 5 kings that were fallen, a 6th king he was being shown, and that of a 7th king who had not come (but would rule for a short while at some point in the future). Lastly, he was shown a future and last 8th king known and described as the Beast who would be sent to perdition, udder destruction, the lake of fire and brimstone, the second death … alive.
I have attempted to confirm who the 7th and 8th kings are from our point in space and time, relative to the ‘season of the times.’ What about this mysterious sixth king, the king ‘who is’. Why is this king important that John the Apostle was directly being shown? And what possible prophetic importance can he have? Of the 8 kings, why would God single out this particular man?
The reign of 6th King Abdullah was from 2005 to 2015. This snapshot of time and space is important because it suggests that this time frame is important for us, for Gentiles alive in the final generation. To know that we are indeed in the ‘final season’ prior to our harpazo/rapture and the onset of the tribulation, without any doubt or hesitation. We know that Israel’s prophetic time clock began in 1948. God’s prophetic time clock for the tribulation of Gentile nations suggests that it started during the time of this sixth king.
The time of the sixth king’s reign is a sign post, a flashing light, a notice of when the final season begins and is upon the earth for Gentiles. God has given signs in scripture and the heavens for Jews, and Gentiles alike. The September 23, 2017 occurrence of the ‘great sign in heaven’ is an example of a sign for the Bride of Christ. The 6th Saudi king is a Gentile and a member of the House of Saud and the bottomless pit of evil. His reign (along with all the other past 5 kings and 2 future kings) has been orchestrated by Satan during the growth of this kingdom and the discovery of its bottomless wealth (oil). To a logical mind, clear and sober, this would indicate that God is saying that the age of grace for all Gentiles on earth is coming to a close. It is not important that we don’t know if God considers 2005 or 2015 to be the beginning of the ‘season of the time before the tribulation.’
Just as God spoke generically about the rebirth of Israel, as when you ‘see the fig tree bearing fruit’, he was referring to a time frame or process developing over time. In His divine plan, things develop and take time to grow until their divine timing is ripe to be revealed. Those who can discern can watch this occur, as it happens in ‘real time’ and understand appropriately and accordingly. As God gave a general timeline for Israel, commencing in 1948, he gives a Gentile timeline commencing in 2015. This of course is BEFORE the arrival of the future 7th and 8th kings who would indicate perhaps the middle and end of the ‘Fall Season’ or Season of the Times’ prior to the rapture/harpazo for the Bride and the onset of the tribulation.’
Six (6) denotes evil man/men. Seven (7) denotes God’s (7) divine completion to his plan or purpose. Eight (8) denotes (7) God’s new era, new epoch, new season, (7) new time span, new series of events.
