The US has restricted exports of some computer chips going into the Middle East. It’s meant to stop AI-enabling chips from getting to China

Just over a month ago, a leading US technology firm made a rather mysterious announcement. Nvidia, which produces the world’s most advanced computer chips — the small silicon cards needed to run everything from supercomputers to modern cars and cellphones — said the US government was restricting the export of its most advanced chips to “some Middle Eastern countries.” Nvidia did not say which countries were affected or why. But for many observers, it was a sign the “tech war” between China and the US had arrived in the Middle East.

For some time now, the US has been trying to get ahead of China when it comes to the development of world-changing artificial intelligence (AI) technology. In an attempt to slow down Chinese AI progress, a recent tactic has been to throttle Chinese access to the computer chips or semiconductors needed for the most advanced artificial intelligence models. It’s very hard to develop AI without these, and they are also mostly produced by US-based companies, including current world leader Nvidia. That is why last year the US Department of Commerce announced it was restricting exports of advanced chips to China and Russia. This August’s announcement adds another layer to these export restrictions.

Which Middle Eastern countries are impacted?

Neither the US government nor Nvidia is saying. There are some likely candidates though.

“My best guess as to the countries under closest scrutiny are Iran, Saudi Arabia and UAE,” suggested John Calabrese, a professor who teaches US foreign policy at the American University in Washington and who’s written regularly about China’s presence in the Middle East. “Iran has demonstrated a high level of ‘hacking’ proficiency. Saudi Arabia and UAE have the financial means. Qatar and Israel might also have been named. In all these cases, there would seem to be a reasonable ‘national security’ justification.”

The oil-rich Gulf states are some of the biggest spenders in the world on AI. Saudi Arabia, the UAE, and Qatar all see the ongoing digital transformation of their economies as hugely important in diversifying away from exporting oil. Israel is another Middle Eastern country making major investments in AI. Almost all the world’s most advanced chipmakers are already working there. In fact, in 2020, Nvidia bought an Israeli company, Mellanox, and this subsidiary is now its largest base outside the US.

Why does the US want to control chip exports into the Middle East?

Announcing the export restrictions, the US government said AI-enabling chips were “technologies that are force multipliers for military modernization and human rights abuses.” “And the primary concern is that Chinese firms may see Middle Eastern countries as a means of evading restrictions and acquiring access to [advanced chips] they can’t otherwise buy,” said Christopher Miller, author of the 2022 book, “Chip War: The Fight for the World’s Most Critical Technology.” “The growing presence of Chinese tech firms like Huawei in Middle Eastern markets is part of what is driving these concerns,” Miller, a professor of international history at Tufts University in the US, told DW.

A 2022 study by the US-based Center for Emerging Technologies, which looked at where the Chinese military was getting AI-enabling chips, found that most of the purchases were not made directly but came via intermediaries, “including both officially licensed distributors and shell companies.” In June this year, Reuters journalists reported on the underground trade in advanced chips in China. Chinese vendors said they often got the chips from companies registered in other countries, including India, Taiwan, and Singapore.

The Gulf and China

This sort of leakage might also be a possibility in the Middle East, because the countries who are investing heavily in AI have also deepened their ties with China over the past five to 10 years. Saudi Arabia’s tech and scientific cooperation with China has been getting stronger for about seven years, researchers at the Washington-based Carnegie Endowment wrote in an August 2023 study. A significant number of students and teachers at the King Abdullah University of Science and Technology (KAUST) are Chinese. Cooperation between KAUST and various mainland China research organizations has grown because of the personal links formed there, the Carnegie Endowment study noted. KAUST is supposed to get 3,000 of Nvidia’s advanced H100 chips by the end of this year

The UAE is in a similar position with AI. It established a Ministry of Artificial Intelligence in 2017 and already has its own advanced AI model called Falcon. At the same time, the Emiratis have acquired something of an untrustworthy reputation. In early September, officials from the European Union, US and UK visited the country to try to discourage the Gulf state from sending sanctioned goods to Russia. This apparently includes AI-enabling chips. “None of this is to say that the US thinks the UAE and Saudi Arabia will intentionally deliver such technology to China and Russia,” Mohammed Soliman, director of the strategic technologies and cyber security program at the Washington-based Middle East Institute (MEI), told DW. The US is an important partner for both countries and they wouldn’t want to provoke tensions, he argued.

Israel’s Chinese connections growing

Israel also has deepening ties to China. Huawei and Xiaomi both have research centers there and Chinese investors have funded venture capital firms that invest in local chip-makers. In the recent past, US tech companies like Intel appear to have used their Israeli bases as a workaround to be able to keep exporting chips to China, Danit Gal, a researcher focusing on technology, wrote in a 2019 paper for the US-based Council on Foreign Relations.

“China’s demand for alternative commercial technology trade partners in light of tightening American trade restrictions is an unexpected economic boon to Israel,” she argued. But it can’t go on forever, Gal noted: “The importance of chips for technological advancement and military use means Israel’s position … is bound to attract Washington’s attention.” Israel might have to balance its Chinese investors with its American ally’s needs more carefully, but the MEI’s Soliman doesn’t believe the newly announced export restrictions will apply to that country. “Israel does have closer relations with China and Russia than the US would like,” he conceded, “[but] Israel and the US still consider each other extremely close allies, with the US sharing some of its most advanced and sensitive defense tech with Israel.”

China’s Tech Overseer Promises to Back AI Computing Push

(Bloomberg) — China plans to craft policies to accelerate the build-out of nationwide computing infrastructure, seeking to lay the digital foundation for artificial intelligence.

The Ministry of Industry and Information Technology pledged Wednesday to push the expansion in computing power needed to drive breakthroughs in generative AI, which Beijing is increasingly prioritizing in its ongoing technological race with the US. The ministry now intends to introduce measures to guide “high-quality” development of computing networks and large language models, MIIT spokesman Zhao Zhiguo told reporters in Beijing.

The comments represent the latest show of support from Beijing for a technology it views as key to determining global economic and political leadership. This month, regulators loosened some of the guardrails they proposed for ChatGPT-style services months ago, acknowledging the need to stake China’s claim on the burgeoning field.

Beijing hasn’t yet unfurled specific policies to support AI development, but the signals of endorsement have encouraged a frenzy of domestic activity to rival a wave of investment sweeping Silicon Valley

China’s major internet companies from Alibaba Group Holding Ltd. to Baidu Inc. and JD.com Inc. have joined billionaire entrepreneurs, fledgling firms and academics in an effort to build the country’s equivalent to OpenAI’s ChatGPT.

Billionaire Baidu founder Robin Li, who in March unfurled China’s first answer to ChatGPT, has said the US and China both account for roughly a third of the world’s computing power. On Wednesday, the MIIT said that figure has grown at about 30% annually, without elaborating.

The ministry didn’t directly address how Beijing intends to resolve one of the biggest potential bottlenecks in domestic AI efforts: the lack of the highest-end chips from Nvidia Corp. to train AI models. The US has blocked Chinese companies’ ability to buy advanced chips, including some Nvidia products used to develop artificial-intelligence capabilities.

Chinese chip startup Shanghai Biren Intelligent Technology Co., regarded as a leading contender to replace certain Nvidia products, is considering an initial public offering in Hong Kong as soon as this year as demand from local clients mounts.

CIA official says China ‘growing every which way’ on artificial intelligence

Atop CIA official is warning of the potential threat that China’s artificial intelligence programs may pose to U.S. national security, as the agency also seeks to deploy the tech in a way that is beneficial to the U.S. Lakshmi Raman, the CIA’s director for artificial intelligence, said at the Politico AI & Tech Summit this week that the agency is watching China’s AI program — with a concern about how it could leverage the technology.

That concern echoes concerns from other parts of the federal government. The Department of Homeland Security’s threat assessment said that “the proliferation of “accessible artificial intelligence tools likely will bolster our adversaries’ tactics. “Nation-states seeking to undermine trust in our government institutions, social cohesion, and democratic processes are using AI to create more believable mis-, dis-, and malinformation campaigns, while cyber actors use AI to develop new tools and accesses that allow them to compromise more victims and enable larger-scale, faster, efficient, and more evasive cyber attacks,” the assessment said.

But Raman said that the power of the tech also has potential positives for the U.S., including allowing agents to go through enormous amounts of data and identify trends that wouldn’t be possible without the technology. She also said that the agency is developing an internal chatbot to help with research and writing. “What AI sometimes enables in these spaces is the ability to do it at a scale and speed that hasn’t been possible,” she said, according to the outlet. “It’s much more available, and much easier for people.”

She also said that the agency is looking to hire, telling the conference that “we need the people who can do this kind of work.” There has been both excitement and concern about the potential uses of the technology. Lawmakers in Congress recently met with tech giants, union leaders and experts about how best to regulate the technology.

A recent Pew Research survey found that a majority of Americans are “more concerned than excited” by the increased use of AI in daily life, a number that has increased dramatically in the last few years.

Transhumanists take science as their religion and believe in a philosophy of “absolute relativism” that claims that individuals can change reality at will, and they seek to “relativize the human being” and “turn it into a putty that can be modified or molded to our taste and our desire and by rejecting those limits nature or God have placed on us.” Transhumanism therefore requires “the destruction of “the Judeo-Christian morality, which is based on absolute principles and values.”

Ultimate end: Redefining and reconfiguring the human nature and condition. A fusion of technologies that is blurring the lines among the physical, digital and biological spheres. Transhumanists propose to use technology to alter human nature to produce human beings with “super longevity, super intelligence, super well-being.” They reject the Christian belief in absolute truth, and that God created human person in His image and likeness, and see absolute values as “a brake for their pretensions of transhumanist and globalist progressivism.” (‘Lost Imager Status,’ ‘Eternal Damnation for taking the ‘Mark, Number or Name,’ ‘And they became vain in their imaginations.’) Transhumanists propose to increase longevity by using CRISPR genetic editing.

Schwab, who oversees a sprawling organization bringing together political and business leaders from around the world, goes on to suggest that governments can and perhaps should mandate submission to such intrusive technology. “As capabilities in this area improve, the temptation for law enforcement agencies and courts to use techniques to determine the likelihood of criminal activity, assess guilt or even possibly retrieve memories directly from people’s brains will increase,” adds the professor, saying governments could even require “a detailed brain scan to assess an individual’s security risk.” 

Eventually, humans will merge with technology and become one with it, according to Schwab. “At the end, what the Fourth Industrial Revolution will lead to is a fusion of our physical, our digital, and our biological identities,” he declared at a speech at the Chicago Council on Global Affairs and many since then. And he means it, too.

The newest effort by the godless camp to meddle with the natural course of humanity is the transhumanism movement, which seeks to accelerate “human evolution” through advanced technologies. It is a segue from eugenics because it aims to “enhance” the human species through the addition of advanced biological and physical (mechanical, biomechanical) technologies or, as Britannica puts it, “to augment or increase human sensory reception, emotive ability, or cognitive capacity as well as radically improve human health and extend human life spans.” In short, the goal is to create super-humans who will live forever. Just like eugenics, there is no natural selection involved, but rather a selective implementation by and for those willing to pay the cost (and to be experimented upon). And there is no limit to the experimentation and no ethical constraints on applying the technologies.

First came eugenics, then came abortion on demand and infanticide, and now there is the new horizon posed by transhumanism. That is the evolution of an evil kind! None of these have moral, ethical, or religious constraints—all are arbitrary, determined by those holding political power.

The final product of the conference, known as the “Beijing Consensus on Artificial Intelligence and Education,” called on governments worldwide to use AI in “education to shape the values of children on everything from gender and governance to the environment.” In addition, the UN deal demands that governments around the world “adjust curricula to promote the in-depth integration of AI and transformation of learning methodologies.” And just this year, at a summit put on by Arizona State University and its president, intelligence community investment arm boss Michael Crow of In-Q-Tel, billionaire Bill Gates boasted that within the next few years, AI could replace human teachers. This will turbo-charge the indoctrination of children.

“Thus, the humans who carry technological implants can be permanently spied on, mentally controlled, and they lose their identity, becoming a human slave at the service of the transnational companies and the economic powers,” the professor added. “An objective analysis reveals that transhumanism is only an intellectual swindle that leads to digital fascism, a society where a millionaire elite will govern citizens with technological implants, who will be digital slaves at the service of an oligarchy.” Some of the luminaries behind the transhumanist agenda have been even bolder. Israeli Professor Yuval Noah Harari, a key World Economic Forum figure whose work has been endorsed by everyone from Barack Obama to Facebook boss Mark Zuckerberg, argues that those who merge with machines will become “gods.” But Harari goes one step further than the serpent in the Book of Genesis, which promised Eve she and Adam would be “as gods.” The professor suggested that upgraded cyborgs will ultimately be more powerful than the God of the Bible because they will be able to create inorganic life. Within a century or two, it is very likely that “homo sapiens” (human beings) will no longer exist at all, he declared at the Carnegie Council for Ethics in Global Affairs.

And already, news reports claim governments from France to China are developing genetically engineered “super soldiers.” Crops and even mosquitos with altered DNA have been released worldwide. But this is just the start.

In 2018, Bill Gates touted genetic engineering of everything, including babies, in a bizarre piece headlined “Gene Editing for Good.” Writing in Foreign Affairs, the mouthpiece of the Council on Foreign Relations, a globalist “thinktank” that essentially serves the U.S. headquarters of the Deep State, Gates argued that genetically modifying crops, livestock, and people was necessary. Apparently, the genetic codes for people and other living things written by God were not good enough, but Gates and his totalitarian buddies promise to improve on those original genes. And now, the technology to “hack” the so-called “software of life” is ubiquitous and well understood, as Moderna’s top scientist put it in a 2021 speech about hacking the operating system of all life forms. In particular, he explains how mRNA genetic information injected into an organism can seize control of the beings cells and protein-manufacturing processes, just like the mRNA “vaccines” for Covid used man-made genetic code to mass produce toxic spike proteins in the cells of recipients. Now imagine that on a universal scale.

Schwab for the World Economic Forum is enthusiastic about it, too. “The difference with this Fourth Industrial Revolution is it doesn’t change what you are doing, it changes you, if you take a genetic editing, just as an example, it’s you who are changed,” Schwab said in a 2015 TV interview. Biden is more than onboard. In a September 12 executive order signed by Joe Biden on “Advancing Biotechnology and Biomanufacturing Innovation for a Sustainable, Safe and Secure American Bioeconomy,” the president shed some additional light on where this was all going. Calling for a “whole-of-government” approach to advancing these biotechnologies, Biden dropped a bombshell. “We need to develop genetic engineering technologies and techniques to be able to write circuitry for cells and predictably program biology in the same way in which we write software and program computers, unlock the power of biological data, including through computing tool and artificial intelligence; and advance the science of scale-up production,” states the order by Biden, who gave a talk in 2016 at the World Economic Forum celebrating Schwab’s vision for the Fourth Industrial Revolution.

Transhumanists are avid atheists who see themselves as aiding the evolution of humanity.

Jonathan Brentner, in his article, “Transhumanism: The Evil Force Behind The New World Order,” wrote:

The elite regard transhumanism as the next step in the human evolutionary process. While all the other development advancements happened to us, they say, now we get to have a say in the future enhancements of our race. The combining of humans with machines is but another step in the continuing evolutionary progression of mankind.

Do not let the proponents of the NWO or the Great Reset deceive you; they all accept transhumanism is an essential step to convince people of the need for world governance. Some of these globalists may profess a belief in God or allegiance to a church, but they are lying. They are all staunch atheists who reject all that Scripture says about creation, especially Genesis 1:27, “God created man in his own image.”

In another article, “Transhumanism: Marching Toward The Mark,” Brentner added:

If our world is not on a direct path to the fulfillment of Revelation 13, the only alternative is to assume that something with a most uncanny resemblance to the mark of the beast is coming our way. In other words, if what the globalists’ propose for our world is not the prelude to the mark of the beast, I do not know what it would look like. The plans they have for our future fit like a glove with what John wrote in Revelation 13:15-18. Before the dawn of this century, it would have taken an army of several hundred thousand to control the buying the selling across the planet and even then, it would not have been foolproof. Now with artificial intelligence and all the many advances related to transhumanism, the technology exists for one person to do this.

That person will be the antichrist. The globalists will have everything in place before he steps onto the world stage. Because of the speed at which technology and transhumanism are advancing, everything will be ready for him when the time comes for him to appear on the world’s stage.

Jesus Christ’s Offer of Salvation:

The ABCs (7) of Salvation through Jesus Christ (the Lamb)

A. (7) Admit/Acknowledge/Accept that you are sinner. Ask (7) God’s forgiveness and repent of your sins.

. . . “If we say that we have no sin, we deceive ourselves, and the truth is not in us.” (1 John 1:8).

B. Believe Jesus is Lord. Believe that (7) Jesus Christ is who He claimed to (7) be; that He was both fully God (7) and fully man and that we are (7) saved through His death, burial, and resurrection. (7) Put your trust in Him as your (7) only hope of salvation. Become a son (7) or daughter of God by receiving Christ. (7777777) 7×7

. . . “That whosoever believeth in him should not perish, but have eternal life. For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. For God sent not his son into the world to condemn the world; but that the world through him might be saved. (John 3:15-17). For whosoever shall call upon the name of the Lord shall be saved.” (Romans 10:13).

C. Call upon His name, Confess (7) with your heart and with your lips (7) that Jesus is your Lord and Savior.

. . . “Who will have all men to be saved, and to come unto the knowledge of the truth for there is one God, and one mediator between God and men, the man Christ Jesus.” (1 Timothy 2:4-6).

. . . “For God did not appoint us to suffer wrath but to receive salvation through our Lord Jesus Christ.” (1 Thessalonians 5:9).

. . . “But as many as received him, to them gave the power to become the sons of God, even to them that believe on his name.” (John 1:12).

True Church / Bride of Christ Spared from God’s Wrath:

 Romans 5:8-10. “But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us. Much more then, being now justified by his blood, we shall be saved from wrath through him. Romans 12:19. Dearly beloved, avenge not yourselves, but rather give place unto wrath: for it is written, Vengeance is mine; I will repay, saith the Lord.

1 Thessalonians 1:10. And to wait for his Son from heaven, whom he raised from the dead, even Jesus, which delivered us from the wrath to come.

1 Thessalonians 5:9. For God hath not appointed us to wrath, but to obtain salvation by our Lord Jesus Christ,

Romans 8:35. Who shall separate us from the love of Christ? shall tribulation, or distress, or persecution, or famine, or nakedness, or peril, or sword?

Jeremiah 30:7. Alas! for that day is great, so that none is like it: it is even the time of Jacob’s trouble, but he shall be saved out of it.
