On Monday, the government approved the provision on conducting exercises to ensure the stable, safe and holistic functioning of the Internet and public communications networks in the Russian Federation.

The organization and conduct of exercises should be carried out at least once a year on the basis of the exercise plan approved by the Ministry of Communications and Communications, agreed with the FSB, the Ministry of Defense, the FSO, the Ministry of Emergencies and the FSTEC. In the event of threats to the stability, security and integrity of the functioning of the Internet and the public communications network in the territory of the Russian Federation, unscheduled exercises may be conducted by decision of the Ministry of Communications.

The decision to conduct the exercises is made by the Ministry of Communications. The training is being carried out by Roskomnadzor, the document says.

The exercises are held at the federal (in the territory of the Russian Federation) and regional (in the territory of one or more constituent entities of the Russian Federation) levels.

The participants in the exercises are communication operators, owners or other owners of technological communication networks, owners or other owners of traffic exchange points, owners or other owners of communication lines crossing the state border of the Russian Federation, organizers of the dissemination of information on the Internet, having a unique identifier of a combination of communication facilities and other technical equipment on the Internet (this is a feature of the so-called “autonomous system” on the Internet, a technical term for a network with a single system emoy routing – ed) other persons who own autonomous systems, as well as the Ministry of Communications, the Federal Security Service, Ministry of Defense, Federal Security Service, Ministry of Emergency Situations, FSTEC, Roskomnadzor, the Federal Communications Agency, network monitoring and control center of public communication as a part of the radio frequency service.

The decision comes into force on November 1, 2019.

The document defines the objectives of the exercises, the order of organizational and technical measures for the exercises.

Recall that regular exercises by authorities, telecom operators and technology network owners to identify threats and develop measures to restore Runet’s performance are provided for by a law signed by the president in May. Some of the provisions of the documents begin to operate on November 1, 2019.

According to the law, a national Internet traffic routing system will be created in the country in order to ensure reliable operation of the Russian segment of the Internet in cases of malfunctions or targeted large-scale external impact.
