Oracle announced on Tuesday the launch of its second public cloud region in Riyadh in a move to ADVANCE CLOUD COMPUTING AND ARTIFICIAL INTELLIGENCE (AI) IN SAUDI ARABIA.
THE $1.5 BILLION INVESTMENT IS PART OF EFFORTS TO BOOST SAUDI ARABIA’S VISION 2030 OBJECTIVES AND EXPEDITE THE NATION’S DIGITAL TRANSFORMATION.
Haytham Alohali, Vice Minister of Communications and Information Technology, emphasized the significance of this development, saying, “THE NEW CLOUD REGION IN RIYADH IS A CRUCIAL STEP TOWARDS ACHIEVING SAUDI VISION 2030 GOALS, ENHANCING THE DIGITAL ECONOMY AND INNOVATION.”
The Riyadh cloud region, along with the existing Oracle Cloud Jeddah region and the UPCOMING ORACLE CLOUD REGION IN NEOM, PROMISED TO DELIVER CUTTING-EDGE CLOUD SERVICES TO SUPPORT DATA, ANALYTICS AND AI INNOVATION FOR LOCAL AND GLOBAL ORGANIZATIONS.
“This step will significantly enable international and local companies to achieve innovation and promote the adoption of AI and cloud computing technologies in various sectors, which ENHANCES SAUDI ARABIA’S COMPETITIVENESS AT THE REGIONAL AND INTERNATIONAL LEVEL,” Alohali added.
Oracle said the new cloud region marks a milestone in the company’s ongoing efforts to support the DIGITAL TRANSFORMATION OF SAUDI ARABIA BY PROVIDING THE INFRASTRUCTURE NEEDED TO DRIVE INNOVATION AND GROWTH IN THE REGION’S BURGEONING TECH SECTOR.
“Our cloud expansion in Saudi Arabia supports the Kingdom’s ambition to develop one of the STRONGEST DIGITAL ECONOMIES IN THE WORLD,” Executive Vice President of Oracle EMEA Richard Smith said. The new expansion brings Oracle’s total number of cloud regions in the Middle East and North Africa to eight.

Saudi Arabia has attracted more than $9 BILLION IN INVESTMENTS IN FUTURE TECHNOLOGIES, INCLUDING BY US GIANTS MICROSOFT AND ORACLE CORP, WHICH ARE BUILDING CLOUD REGIONS IN THE KINGDOM, a government minister said on Monday.

Saudi Minister of Communication and Information Technology Abdullah Alswaha said Microsoft will invest $2.1 billion in a global super-scaler cloud, while Oracle has committed $1.5 billion to build a new cloud region in Riyadh.
“The investments… will enhance the Kingdom of Saudi Arabia’s position as the largest digital market in the Middle East and North Africa,” Alswaha said at LEAP, an international technology forum taking place in Riyadh.
Alswaha did not give details on the timeframe. Oracle told Reuters the investment will be made over several years. The minister said China’s Huawei will also invest $400 million in cloud infrastructure for its services in Saudi Arabia and another cloud region in partnership with oil giant Aramco.
An additional $4.5 billion was invested in global and local assets across multiple sectors at the forum, Alswaha added. TONOMUS, A SUBSIDIARY OF THE $500 BILLION SIGNATURE NEOM PROJECT, SAID LAST YEAR IT INVESTED $1 BILLION IN 2022 IN AI, INCLUDING A METAVERSE PLATFORM.

NEOM Tech & Holding Company has announced technology firm Oracle as the first tenant of its hyperscale data center at Saudi Arabia’s futuristic mega-city NEOM, at the Future Investment Initiative (FII) event on Wednesday.
Oracle Cloud Infrastructure (OCI) will be hosted at the data center, providing a high-performing, resilient foundation for cloud services.
Oracle’s dual-region cloud strategy enables customers to deploy resilient applications in multiple geographically separated locations within a country – without having sensitive data leave the country.
“Saudi Arabia is fast emerging as a global technology hub and NEOM Tech & Digital Hold Co.’s partnerships with Oracle and EzdiTek will enable us to build the foundations required to deliver on our full potential,” said Abdullah al-Swaha, Minister for Communications and information Technology and Chairman of the NEOM Tech & Digital Hold Co. Board of Directors.
“The data center will not only attract global businesses by creating a powerful platform for knowledge exchange, but it will also empower innovators to pilot their ideas at scale inside the Kingdom.”
“Today’s announcement means the realization of technology that will serve the ambitions of the public and private sector across the region and far beyond, POSITIONING SAUDI ARABIA AT THE FOREFRONT OF THE INDUSTRY,” added al-Swaha.
NEOM Tech & Digital Hold Co. (via its affiliates, NEOM Company) also announced a USD 0.5bn joint venture with EzdiTek (via its affiliate, FAS Energy Trading Co, a subsidiary of Saudi Arabia’s Fawaz Alhokair Group) to power the creation and operation of the data center. EzdiTek will partner with global engineering and architectural firms RED and Gensler.
“THE DATA CENTER IS THE FIRST STEP IN OUR OVERALL COGNITIVE CONNECTIVITY HUB STRATEGY AND COMBINES LEVELS OF COMPUTE AND CONNECTIVITY THAT WILL BE UNRIVALLED IN THE REGION,” SAID FABIO FONTANA, EXECUTIVE DIRECTOR OF NEOM TECH & DIGITAL HOLD CO. CLOUD PARK.
The data center, 51 percent owned by NEOM Tech & Digital Hold Co. and 49 percent by EzdiTek, will be designed to meet the highest security standards in the industry and serve MENA, parts of Sub-Saharan Africa, and eventually Europe.
The data center is strategically located at the nexus of terrestrial and sub-sea cable cables, enabling it to provide customers with fast and reliable connectivity.
The new agreement follows the successful launch of the Oracle Cloud Saudi Arabia West Region in Jeddah in February 2020 and supports Oracle’s commitment to open two dedicated cloud regions in the Kingdom.
