Saudi Arabia’s Vision 2030, a strategic framework aimed at reducing the Kingdom’s reliance on oil, diversifying its economy, and enhancing public services, is making significant strides under the leadership of Crown Prince Mohammad Bin Salman and his respective ministries. Saudi Finance Minister Mohammed al-Jadaan stated that the Saudi economy is experiencing a “distinguished” phase, aligning with the Kingdom’s Vision 2030 objectives. During a press conference to announce Saudi Arabia’s 2024 budget on Wednesday, al-Jadaan said the non-oil economy is projected to grow at an average rate of around 6 percent until 2030. Furthermore, Al-Jadaan emphasized the government’s commitment to financial sustainability in a speech on Thursday at the “Budget 2024” forum’s first session, titled “Sustainable Finance.” He highlighted the government’s success in bridging the funding gap for Vision 2030 projects, aligning the required revenues with the financing demands.

Al-Jadaan explained that addressing the revenue-financing gap for Vision 2030 projects involved assessing the projects’ efficiency, considering possible postponements, and evaluating the borrowing capacity in debt markets. This approach ensures borrowing is kept within acceptable limits to maintain financial stability. In an interview with Al Arabiya Business on Wednesday, Al-Jadaan revealed that approximately 90 percent of Saudi Arabia’s debt is fixed-rate, while 10 percent is variable-rate. This indicates a robust financial position for the Kingdom, with minimal exposure to global market rate fluctuations.Talat Hafiz, an economist and financial analyst, anticipates an increase in the ratio of public debt to Gross Domestic Product (GDP) to 30 percent, which aligns with the set targets and remains the lowest among the G20 countries. Currently, this ratio stands at less than 25 percent.

In an interview with Al Arabiya Business, Hafiz expressed no concern regarding this increase. He maintained that the debt is being channeled into developmental projects, which are expected to yield higher returns than the cost of the debt. During the Thursday session, Al-Jadaan mentioned that borrowing is conducted within an acceptable debt limit, ensuring it does not surpass a specified ceiling to maintain financial sustainability. The Saudi minister elaborated, “It’s essential to have adequate financial flexibility to address shocks, which involves maintaining government reserves at the central bank… A portion of these reserves should be untouchable”, reserved for managing what he referred to as external shocks. The focus on diversifying into a non-oil economy under Vision 2030 is already yielding visible results, according to Al-Jadaan. He noted that non-oil revenues comprised 37 percent of total Saudi revenues in 2023.

Saudi Arabia’s 2024 budget

On Wednesday, the Saudi Council of Ministers approved the Kingdom’s general budget for the 2024 fiscal year, projecting a deficit of 79 billion riyals ($21.07 billion). The Ministry of Finance expects this deficit level to persist in the medium term, reflecting the government’s inclination towards expansionary spending. The budget statement released by the Ministry of Finance indicated that it anticipates revenues of 1.172 trillion riyals ($312.48 billion) and expenditures of 1.251 trillion riyals ($333 billion) for 2024. Al-Jadaan said the budget deficit is not a concern, as it aligns with the planned projections. Saudi Arabia has achieved expected revenues, and the increased spending aims to enhance service levels, boost economic productivity, and foster private-sector investments. “The budget is strong and robust, featuring a high level of spending as usual, yet maintained at a reasonable rate,” is how Hafiz characterized the budget in his interview with Al Arabiya Business. He also expressed his belief that the 2024 Saudi budget will continue to drive development in the Kingdom.

Saudi mega projects

Although Finance Minister Al-Jadaan emphasized that the postponement of certain projects was due to the need for constructing factories and ensuring adequate resources, asserting that “the delay or extension of some projects will benefit the economy,” he did not detail which specific projects would be impacted. Saudi Arabia has over $870 billion invested in mega-projects slated for completion by 2030, as reported in June 2023, according to the Middle East Economic Digest (MEED) and compiled by Goldman Sachs Global Investment Research. The most prominent among these is the NEOM project, a futuristic city on the Saudi side of the Gulf of Aqaba, with an investment surpassing $500 (5) billion. It has received over $18 (6+6+6) billion in funding, marking the highest investment level in recent years.

Tourism-related developments have seen one of the highest execution rates, with landmark initiatives like the Red Sea Project and Amaala nearing a completion rate of approximately 50 percent. Other significant endeavors include AlUla, Rua Al Madina, the Asir Project, and Boutique Group Hotels, with the first 3 having an execution rate of 11 percent, 14 percent, and 10 percent, respectively. The entertainment sector is also bustling, featuring projects such as the King Salman International Park and the Qiddiya project, which has achieved a 26 percent execution rate. The goal is to elevate Riyadh among the world’s top 10 cities. The Saudi capital is already witnessing a construction boom, with $12.2 billion in contracts awarded in 2022 alone—the highest since the $32 billion recorded in 2013, of which $23 billion pertained to the Riyadh metro development. According to MEED, additional contract awards are anticipated, and with approximately $9 billion in contracts currently under bidding evaluation, which could push the annual total to beyond $20 billion if awarded. MEED has identified prospective design and under-study awards valued at $110 billion and $60 billion, respectively.

Commentary; the rider is the ‘beast’ or ‘antichrist’. His being clothed in white suggests ‘3’ false righteousness, false peace and false authority. He has a bow, but no arrows. He rules with lies and threats, but no military or arms. He conquers and subjugates, not with force but with ‘5’ lies, deception, false covenants and false agreements and false promises. He is the world’s greatest ‘political’ leader and deceiver. He is the one who ‘confirms the false covenant of seven years with Jacob’ which starts the tribulation. You should know now of who I speak. His ‘crown’ represents authority, rulership and position. It even literally represents his ‘position’ as Crown Prince, once the tribulation begins. My discernment is that the ‘white horse upon which he sits’ is symbolically a white Arabian stallion.

Through the Holy Spirit, Jesus Christ testifies who is he is and his offer of salvation for mankind, through the forgiveness of their sins, the shedding of his blood and his resurrection. Once again, seven (7) references regarding the Holy Spirit witnessing to Christ denotes God’s divine purpose and plan.
