Tropical Storm “Atsani” formed in the Pacific Ocean on October 29, 2020, as the 20th named storm of the 2020 Pacific typhoon season. It entered the Philippine Area of Responsibility (PAR) on November 1, receiving the name Siony.
At 12:00 UTC on November 5, Atsani’s center was located about 246 km (153 miles) E of Itbayat, Philippines, and 325 km (202 miles) NE of the Babuyan Islands, Philippines.
Its maximum 10-minute sustained winds were 95 km/h (60 mph), maximum 1-minute sustained winds 100 km/h (65 mph), and gusts up to 130 km/h (80 mph). The minimum central barometric pressure was 994 hPa, and the system was moving WNW 22 km/h (14 mph).
On the forecast track, the center of Tropical Storm “Atsani” (Siony) will likely pass over (landfall) or near (close approach) Batanes tomorrow early morning (LT), PAGASA said at 12:00 UTC (20:00 LT, November 5).
After leaving the PAR on Friday afternoon or evening (LT, November 6), Atsani is forecast to turn towards the southwest on Saturday morning (LT) and accelerate over the West Philippine Sea towards southern Vietnam.
The cyclone is expected to reach typhoon intensity in the next 24 hours with a peak intensity of 120 km/h (75 mph).
TCWS no. 2 is in effect in for Batanes and Babuyan Islands, Luzon.
TCWS no 1. is in effect for the northern portion of mainland Cagayan (Santa Ana, Gonzaga, Lal-Lo, Allacapan, Santa Teresita, Buguey, Camalaniugan, Aparri, Ballesteros, Abulug, Pamplona, Sanchez-Mira, Claveria, Santa Praxedes), the northern portion of Apayao (Santa Marcela, Luna, Calanasan), and the northern portion of Ilocos Norte (Adams, Pagudpud, Bangui, Dumalneg, Burgos, Vintar, Pasuquin, Bacarra), Luzon.
After leaving PAR, Atsani will gradually weaken due to increasingly unfavorable conditions over the West Philippine Sea associated with a northeasterly surge.
Based on all available meteorological data, the earliest onset of strong breeze to near gale conditions associated with Atsani over the areas currently under Tropical Cyclone Wind Signal (TCWS) #2 and #1 will be between tonight and tomorrow early morning (LT).
Damaging gale- to storm-force winds will begin to affect areas under TCWS #2 tomorrow early morning.
“Intensification into typhoon category prior to landfall or close approach over Batanes remains a potential scenario at this time, the possibility of hoisting TCWS #3 along the projected track is not ruled out,” PAGASA forecasters noted.
Tonight, scattered light to moderate with at times heavy rain showers are expected tonight over most parts of Central Luzon, CALABARZON, MIMAROPA, Bicol Region due to the trough of Atsani and due to Intertropical Convergence Zone (ITCZ) over most parts of Visayas, and Mindanao. Moderate to heavy rains will begin affecting Batanes and Babuyan Islands tomorrow early morning (LT).
Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas identified in geohazard maps as highly or very highly susceptible to these hazards.
Over the next 24 hours, minimal to moderate risk of storm surge of 1 to 2 m (3.3 to 6.6 feet) are forecast over the coastal areas of Batanes and the Babuyan Islands.

Super Typhoon “Goni” (locally named Rolly) has left at least 20 fatalities and about 230 million dollars (11 billion pesos) worth of damage in the Philippines, the National Disaster Risk Reduction and Management Council (NDRRMC) reported Thursday, November 5, 2020. Up to 1.2 million people or 300 000 families have been affected in Regions II, III, and V; CALABARZON, MIMAROPA, and NCR. It made landfall over Bato, Catanduanes, and Tiwi, Albay, on October 31, with maximum sustained winds of 225 km/h (140 mph) and gusts to 280 km/h (174 mph), making it the world’s most powerful storm of the year and the country’s strongest landfalling tropical cyclone on record.
Following its first landfall over Catanduanes, Goni brought severe flooding to wide swaths of the Bicol region, as well as lahar flow from the nearby Mayon volcano.
Goni cut a path of destruction as it smashed infrastructure, toppled trees, and caused mudslides.
At least 20 fatalities were reported, mostly from Bicol, while three others remain missing. At least 165 people sustained injuries in the storm’s onslaught.
In Camarines Sur, widespread power outages occurred as strong winds lashed the region. Flash floods overwhelmed local villages, while roads were blocked by debris from lahar flow from Mayon volcano.
Hundreds of houses were submerged, with the famous tourist destination Cagsawa Ruins heavily inundated and engulfed with mud. Significant damage was reported to Naga Airport and Legazpi Airport, along with the loss of contact with Virac Airport.
“We have experienced terrible wind speeds, lashing rains, and devastating flooding,” said Oxfam Philippines’ Country Director Lot Felizco.
“Goni knocked out mobile phone service, power lines, uprooted trees, and caused damage to critical infrastructure, including hospitals and markets. Homes made of light materials, particularly those near Mayon Volcano, were engulfed in floodwater and volcanic mudflows.”
A total of 44 700 ha (110 000 acres) of agricultural land was ravaged by the typhoon. Overall, the NDRRMC reported that the damage to agriculture and infrastructure has climbed to more than 230 million dollars or 11 billion pesos.

44 033 houses were damaged, with 14 064 classified as totally destroyed and 29 969 as partially affected in CAR, MIMAROPA, and Bicol.
Up to 1 197 888 people or 312 583 families were affected, with 171 531 people or 44 524 families being accommodated in evacuation centers.
This included regions II, III, and V, CALABARZON (Cavite, Laguna, Batangas, Rizal, and Quezon), MIMAROPA (Mindoro, Marinduque, Romblon, and Palawan), Bicol, and Eastern Visayas.
The storm made its third landfall near San Narciso, Quezon, and its fourth landfall in the vicinity of Lobo, Batangas, on November 1. In Batangas, hundreds of families were trapped after floodwaters struck, while thousands of families were forced to evacuate after the Laguna de Bay overflowed by 2 m (6 feet).
“Typhoon Goni has caused massive devastation across the island of Luzon in the Philippines,” said the European Union’s High Representative Josep Borrell and Commissioner Janez Lenarcic in a joint statement.
“We stand by all those affected, and in particular express our sincere condolences to the families and friends of those who have lost their lives. As a demonstration of our solidarity with the Filipino people and the country’s authorities, the European Union is mobilizing immediate humanitarian assistance.”

Goni made landfall with maximum sustained winds of 225 km/h (140 mph) and gusts to 280 km/h (174 mph), equivalent to a strong Category 5 hurricane. It became the Philippines’ strongest landfalling tropical cyclone on record, with Super Typhoon “Haiyan” being the second.
Goni is also the fifth strongest tropical cyclone in the world’s history.
State of emergency in Sanharo after nearly Six (6) months’ worth of rain in a day, Brazil

The city of Sanharo in Pernambuco, Brazil, has declared a state of emergency after heavy rains caused major flooding in several areas of the city on Monday, November 2, 2020. According to the state’s water and climate agency (APAC), 288.8 mm (11.4 inches) of rain was recorded in a 24 hour period, which was equivalent to almost half a year’s average. Meteorologists said the amount of rain is unusual for the month of November, which is commonly a dry month.
Around 300 people were left homeless after floods triggered by heavy rains hit Sanharo. This prompted the city government to declare a state of emergency and accommodated the displaced victims at gymnasiums and schools.
Videos on social media showed floods at several points in the city, sweeping away vehicles.
APAC reported that several municipalities in Agreste and Sertao have been affected, and the latter received the largest volume of rain, as well as wind gusts of over 60 km/h (37 mph). In Petrolina, a portion of a hospital’s roof collapsed due to strong winds and heavy rais.
In a 24-hour period, Sanharo received 288 mm (11.4 inches) of rain, which was nearly half a year’s average of 644 mm (25.3 inches). Meteorological services also noted that this amount was one of the largest in Brazil.
“The influence of La Niña caused the phenomenon to move further north,” meteorologist Roni Guedes explained. “November is a dry month. The average is very low of 11 mm (0.4 inches). It is very rare to rain so much at one point.”
In an official statement, the City of Sanharo said officials were still trying to fix the damage caused by the severe weather.
Tropical Storm “Etau” nears Vietnam, landfall expected on November 10

Tropical Storm “Etau” formed on November 9, 2020, in the South China Sea as the 21st (7+7+7) named storm of the 2020 Pacific typhoon season. PAGASA declared the system as a tropical depression at 12:00 UTC on November 7 and assigned it the name Tonyo. Etau is expected to make landfall in the vicinity of Phu Yen and Ninh Thuan provinces on Tuesday, November 10. This will be the 12th (6+6) storm to strike Vietnam this year.
At 12:00 UTC November 9, the center of Tropical Storm “Etau” was located about 815 km (505 miles) east-southeast of Da Nang, Vietnam.
Etau’s maximum 10-minute sustained winds were 75 km/h (45 mph), maximum 1-minute sustained winds also 75 km/h, with gusts up to 110 km/h (70 mph).
The minimum central barometric pressure was 996 hPa and the system was moving west-southwestward at 22 km/h (14 mph).
Further strengthening is expected prior to landfall before Etau weakens into a tropical depression as it moves into Cambodia.
The provinces of Quang Tri and Khanh Hoa are expected to see as much as 400 mm (16 inches) of rain from Monday, November 9 to Thursday, November 12.
Quang Binh and the Central Highlands are expected to receive 200 mm (8 inches) of rainfall during the same period.
According to Senior Colonel Nguyen Dinh Hung of the Border Guard Command, nearly 60 000 (6) vessels at sea have been notified of the storm and have been guided to navigate away from the danger zone.
Tran Quang Hoai, deputy head of Vietnam’s national disaster prevention agency, said Vietnam needs to be prepared for not only Etau, but also a series of natural disasters, adding that after Etau there will soon be the 13th (13 is the number for destruction) storm to hit the country this season with an even stronger level of force.
He referred to Tropical Cyclone “Vamco” — currently a tropical depression east of the Philippines.
Vamco is expected to continue intensifying and make landfall in the Philippines on November 11 (11 is the number of ‘warning’) with maximum sustained winds of 195 km/h (120 mph) — Category 4 hurricane equivalent. There is a possibility the storm will move right over the Metro Manila area.
Landfall in Central Vietnam is expected on November 14 or 15 with maximum sustained winds of 130 km/h (80 mph) — Category 1 hurricane equivalent.
Hoai urged local authorities to take measures to ensure the safety of residents, tourists and property on the islands and coastal areas within Etau’s path.
He also called for the evacuation of people from areas prone to flooding and landslides.
Tropical Storm “Eta” makes landfall in Florida after leaving more than 235 dead in Central America

After striking Nicaragua on November 2 as a Category 4 hurricane and leaving more than 235 people dead in Central America, Eta made landfall along the south-central coast of Cuba at around 09:00 UTC on November 8 and in Lower Matecumbe Key in Florida, U.S at 04:00 UTC on November 9, both with maximum sustained winds of 100 km/h (65 mph) – tropical storm strength.
Heavy rainfall from Eta will continue across portions of Cuba, Jamaica, the Bahamas, and southern Florida and spread north into central Florida, NHC warns.
Life-threatening flash flooding will be possible across inundated urban areas of southeast Florida today.
Flash and urban flooding will also be possible for Cuba, Jamaica, the Bahamas and the remainder of southern Florida, along with potential minor river flooding in central Florida.
Tropical storm conditions will continue across portions of the Florida Keys, and south and central Florida today.
Water levels will gradually recede along portions of the southern coast of the Florida peninsula and Keys. Residents in these areas should follow any advice given by local officials.
Eta could approach the Florida Gulf Coast later this week as a tropical storm, and possibly bring impacts from rain, wind, and storm surge. Interests in this area should monitor the progress of Eta and updates to the forecast this week.
At 09:00 UTC on November 9, the center of Tropical Storm “Eta” was located about 70 km (45 miles) NNW of Key West and 100 km (62 miles) S of Naples, Florida. Eta had maximum sustained winds of 100 km/h (62 mph) and was moving 20 km/h (13 mph). Its minimum central pressure was 992 hPa.
A Tropical Storm Warning is in effect for the Northwestern Bahamas, including the Abacos, Andros Island, Berry Islands, Bimini, Eleuthera, Grand Bahama Island, and New Providence; Florida coast from Brevard/Volusia County line to Anna Maria Island; Florida Keys from Ocean Reef to the Dry Tortugas, including Florida Bay; and Lake Okeechobee.
A Tropical Storm Watch is in effect for the Cuban provinces of La Habana, Artemisa, Mayabeque, Pinar del Rio, and the Isle of Youth.
A west to west-southwest motion with some reduction in forward speed is expected later today (EST) and tonight.
Little overall motion is expected on Tuesday, November 10, and a slow northward motion is forecast on Wednesday.
On the forecast track, the center of Eta will gradually pull away from the Florida Keys and south Florida today and be over the southeastern Gulf of Mexico tonight through Wednesday.
Data from a NOAA Hurricane Hunter aircraft and National Weather Service Doppler radar indicate that the maximum sustained winds remain near 100 km/h with higher gusts.
Some strengthening is forecast during the next day or so, and Eta is forecast to become a hurricane when it moves over the southeastern Gulf of Mexico, according to the NHC.
“However, there will be a fair amount of dry air surrounding Eta, and that should limit the amount of intensification. Beyond a couple of days, depending on exactly where Eta is, the models show an increase in westerly shear, which in combination with the dry air should cause a slow decay,” NHC forecaster Cangialosi noted.
“The NHC intensity forecast is unchanged from the previous one, and is also of low confidence since its unclear where Eta will be located later in the week.”
At least 235 fatalities have been reported across Central America since November 2, including about 150 in Guatemala, 41 in Honduras, 22 in Mexico, 17 in Panama, 2 in Nicaragua, two in Costa Rica, and 1 in El Salvador.
“Eta is the record 12th (6+6) named storm to make landfall in the continental U.S. this year. Prior to 2020, the most Atlantic named storms to make landfall in the continental U.S. in a single hurricane season was 9, set in 1916,” Dr. Philip Klotzbach noted.

Major floods hit parts of southern Andalusia, Spain, on Thursday, November 5, 2020, resulting in damage, blocked roads, trapped residents, and a derailed train. The region registered 148.1 mm (5.5 inches) of rain in a 24 hour period, which was more than the average November rainfall of 100 mm (3.9 inches). According to the State Meteorological Agency (AEMET), some storms may still be experienced in the region on Monday, November 9.
Heavy rains and strong winds lashed the southern Andalusia region on Thursday, resulting in floods that trapped several people and damaged some roads.
The emergency services responded to 130 incidents, mostly were in Malaga with 90 reports, followed by Huelva with 19 calls, and Seville with 12.
A six-month-old infant and two adults were rescued after floodwaters trapped them in their home in Ronda.
Firefighters braved the roaring waters down a steep street for the operation.
According to the local fire department, Guadelevin River broke its banks during the severe weather’s onslaught.
In the municipality of Ardales, roads were damaged while a road tunnel was blocked, leaving several areas isolated. Five major roads in the province of Malaga were also closed.
Up to 128.6 mm (5 inches) of rain fell in a 12-hour period, while a total of 148.1 mm (5.8 inches) fell in 24 hours, which was more than the average rainfall for the month of November of 100 mm (3.8 inches).
AEMET forecasts precipitation with some storms for Monday in Galicia, the southern plateau of Andalusia, while the rest will be drenched in rain. Scattered rainfall may affect the region in the second half of the day.
